3 2011 Biennial Transmission Expansion Plan
Draft report to be completed by the end of 2010 Board approval scheduled for February Current focus is on completing sensitivity studies Low Puget Sound Area Generation Closure of Centralia – Initial investigation only Further analysis of voltage stability issues Study Northern Mid-C area Transmission Plans 5-year light load case rerun with lower loads Effect of PSE’s Sammamish-Lakeside-Talbot upgrade

4 Northwest Area Coordinator
A primary function of WECC is to create system models that are used for the planning and operation of the power grid 11 models per year WECC depends on “Area Coordinators” to develop portions of the overall WECC model. ColumbiaGrid officially began performing this function for the Northwest area on March 5, 2010 Previously performed by BPA BPA’s residual role ended on August 6 with the approval and posting of the final case that they had started WECC Base Case Coordination System to be implemented in 2012 will likely change the role of Area Coordinators

Case development performance metrics (March-Oct) Four cases approved and posted on the WECC website Three additional cases under development CG web conferences with sub area coordinator participation Four previous web conferences Upcoming web conference November 9 Future web conferences to be held following each WECC SRWG meeting Under Discussion: CG to update already approved cases Prevent Northwest system model obsolescence Post updated data under the System Assessment website CG will perform system assessments for each new WECC planning case with updated data

Held a meeting on 10/14 Two main items Initiation of a task force to work on increasing dynamic transfer capability limits Request went out for technical support Several meetings planned with a Phase 1 report due in February Agree on how to calculate dynamic transfer limits Develop short and long-term ways to raise limits Completion of the report “Relative Northwest Benefits of Local vs. Remote Wind Generation”

First interconnection-wide 10-year plan is on schedule to be completed in 2011 First 20-year plan is to be completed in 2013 WECC will not endorse specific projects or be involved in siting or cost allocation ColumbiaGrid supports this effort through participation on: TEPPC – Transmission Expansion Planning Policy Committee Responsible for developing the Plan - Jeff is a member and on the Steering Committee TAS – Technical Advisory Subcommittee Advises TEPPC - Marv is a member SWG - Studies Work Group Oversees completion of the studies - Marv is Chair Subregional Planning Group Coordination Group (SCG) Provides input to WECC from the subregional planning groups - Jeff is Chair
