Illinois Department of Corrections YE 2011 Key Statistics : Facilities ( 24 Men & 3 Women ) 4 Maximum, 13 Medium, 10 Minimum, Work Camps Inmate Population – 48,978 Annual Cost per Inmate - $21,451 Parole Population ,693 Recidivism Rate – 47% Annual Budget Spend - $1.21 Billion Annual Inmate Visitations ,302 Inmate Populations countrywide are still climbing, and sadly nearly 50% of those sent to prison will return to prison again after their release. We can help give those inmates something to believe in that is Much larger than themselves, and give them a Faith Foundation they can lean on while they are still in prison, and after they are released. Documented studies show that Prisoners that regularly take part in a Bible Study are 11% less likely to return to Prison ! Note : A 1990 study by George Cornell showed that Inmates who took part in a regular Bible Study typically had a Recidivism Rate 11% lower than the rest. This would put Bible Study Attendees at 36% Recidivism.

Within those 27 Illinois DOC facilities there are thousands of souls waiting for us to share God’s Message & Love with them. They believe that Society and in many cases their own Families have written them off as worthless. We have a chance to show them We Value them and Love them because GOD Values them and Loves them. Many of them believe they are unforgiveable, and we have the chance to help them know they are ALREADY forgiven………. Will We go to them ?

If those statistics weren’t enough, the Bible clearly leads us to spread the Good News & Love of Jesus Christ, and we are specifically told to include Prisoners among those we share the message with. “Visiting Prisoners is a Compassionate Work of Mercy.” John Wesley

6 The regular daily schedule is part of the monotony of Prison Life
The regular daily schedule is part of the monotony of Prison Life. Every Day is the same, and Inmates aren’t in control of hardly any decisions that impact their daily life. The environment around them can be very intimidating, so an inmate has to be “on-guard” at all times. Crowded cells with little privacy, and lots of noise also typically means very little quality sleep can be achieved. In this environment, it can be Very hard to find or feel any form of PEACE.

7 A Bible Study is something an inmate takes part in voluntarily, and he/she must be willing to forego some other free-time activity to attend it, so it’s important to provide a high quality experience that gives them a chance to learn, and grow. With the tedium and boredom of the Normal Daily Grind, an Inmate may spend the entire week studying for, and looking forward to the Bible Study. It is also critical to provide a well established and consistent doctrine that you can always show a solid Biblical foundation for.

8 Disciple Bible Outreach Ministries was developed at Duke University in 1999 and the curriculum has been used successfully in over 70 North Carolina prisons since then. In 2011 expansion began into other States. This Web-site, Teaching Resources, and Affiliation with these other States as well as with the United Methodist Church ( General Commission on United Methodist Men ), are reasons we have formed an Illinois Affiliate in This organized approach to leading a Prison Based Bible study will be implemented in 3-4 Illinois Prisons by YE 2013.

Disciple Bible Outreach Ministry utilizes the 34 Week outlined studies from the Study Guide assembled by Richard and Julia Wilke. Disciple Bible Outreach Ministries of Illinois has been incorporated by a “Board” of 10 Men & Women that will be organizing the implementation in 3 – 4 Illinois Prisons by YE The successes in those initial facilities will be used to share a Exciting Story and to document a “Recipe for Success” to be used in additional Illionois facilities.

Next Steps : Select 3 – 4 Illinois Prisons Based on Chaplain identified Needs. Based on proximity to interested Churches willing to implement. Solicit Implementation Teams at those Churches. Conduct Training for Implementation Teams, August 24, 2013. Present our plans at June 2013 Annual Conference. Solicit Support from other Nearby UMC’s ( UMM & UMW ). Implementation Resources : Lesson Sharing. Music Sharing. Funding Resources. Implement at the 3 – 4 selected Prisons. Provide monthly feedback to participating Churches & Conferences. Organizationally, here are the Next Steps we need to accomplish throughout 2013 :

Funding Requirements : Annual DBOM affiliation Fee = $5,000. Annual Training Programs from DBOM = $5,000. DBOM Student Study Guides = $37 * ? = Study Bible for Students = $45 * ? = Financially, here are the minimum expenses we already know we have to be capable of raising funds for :
