2 Background RCARO is entering into the third phase
First phase ( ) : 3 years under interim operation Operation of the RCARO website Initiation of human resource development programme Second phase ( ) : 3 years under full operation The Director was appointed by the Member States. Initiation of the RCA/UNDP(K) program Establishment of the fast-track mechanism for joint projects with other organizations Third phase (2008- ) : RCARO needs advice and assistance in the formulation of appropriate programs to increase visibility and viability of RCA Especially programmes to enhance its partnership with other international organizations

3 Objectives of the Workshop
To seek ways to increase RCA’s partnership with other organizations in line with RCA Medium-Term Strategies To formulate new projects to start in 2009 after the completion of the current RCA/UNDP Environment Project To discuss the RCA’s participation in international conferences including the 6th International Conference on Isotopes (6ICI) to be held in May 2008 in Korea To enhance RCA’s leadership in the region through brainstorming, and To discuss other issues relating to the future development strategies for the RCARO

10 Session I Strategies to Enhance RCA Partnerships
RCA Medium-Term Strategy addresses the importance of enhancing its partnerships with other international organizations However, detailed strategies to achieve the goal have not been thoroughly discussed by RCA members. It is necessary to clarify the roles of the RCA and the RCA Regional Office in enhancing partnership RCARO, with the support of Dr. Aleta, surveyed the projects of international organizations in the region as a first step to develop possibilities of partnerships

11 Session 2 RCA’s Participation in International Conferences
One of the practical means to enhance partnership is to participate in relevant international conferences RCA’s participation in the PEMSEA conference can be regarded a role model The relevant RCA meeting planned around the time of the conference was one of the factors that made the participation possible The 6th International Conference on Isotopes (ICI) in Seoul next year is another good opportunity for RCA to communicate with experts in other regions

12 Session 3 Partnerships with UNDP
RCA/UNDP(K) project was launched in 2006 The theme is “Environment Impact Analysis in the Tsunami-affected Area” It is a 3 year project ( ) and the budget is 0.3 Million USD 14 Member States are participating PHI, MAL, INS, SRL, THA, AUL and IND: Project leading countries It is time to consider the next project using the same scheme Exemplary candidate projects are welcome to be discussed FAO/IAEA office is interested in the development of a cooperative program with RCA with the support of RCARO

13 Session 4 RCA and Leadership
RCA has a long history and a long list of success stories, but it has also some challenges to be addressed The complicated decision-making system and the large gap in understanding the RCA business among the NRs are examples of such challenges RCARO may contribute in solving the problems the RCA is facing

14 Session 5 Roles of the RCARO for nuclear cooperation
Main missions of RCARO are to increase RCA’s awareness and to enhance RCA partnerships. RCARO is expecting more activities in the future with increased budget, contribution to the IAEA and various programs with other organizations. Proposals and suggestions are always welcomed. Any other subjects relevant to RCA would be discussed.
