9 3 Steps to Better Commissioning
Step One: we need to understand our market. Do we have enough intelligence about the quality of our provider market? Is our market shaped by supply or demand? Have we a ready supply of labour of the right quality and aptitude? Are we paying a fair cost of care to ensure vibrant high quality provision? And does the way we work support businesses to grow and respond to demand?

10 3 Steps to Better Commissioning
Step Two: We need to ask ourselves whether our approach to the market offer greater choice and control. Do you know the choices that people want to make for their care and support? Or are the choices people make real - or constructed or limited by the availability of what the market wants to offer?

11 3 Steps to Better Commissioning
Step Three: We need to ask ourselves: are we really commissioning for outcomes, or are we still commissioning what we always have commissioned? Have we equipped our commissioners with new skills and abilities to commission differently? And have we fundamentally changed our approach to commissioning and procurement? COMMISSIONING FOR BETTER OUTCOMES TOOLKIT

12 The Magic Formula + Fair cost of care + Market shaping and balance + Collaborative approach to quality = Strong sustainable, high quality, vibrant market that delivers choice & control that meets individual improved outcomes and upholds individual rights Bev Maybury – ADASS Commissioning Lead
