Developing Our Third Sector Strategic Framework
ABMU Health Board and the Third Sector in Bridgend, Neath Port Talbot and Swansea

Background Health Board considers options around third sector procurement – Jan 2016 Options of developing procurement framework for those with current SLAs or on an open basis Importance of long-term relationships and opportunities being developed Whilst not causing unnecessary difficulties for organisations in the transition Health Board agrees we should develop a Strategic Framework for how we will work with the third sector to frame our relationships now and in the future

What we’ve achieved so far
Reviewed all current Service Level Agreements and aligned with Health Board priorities Identified where there are funding inequalities in services across the ABMU area Ringfenced monies for voluntary sector funding Protected voluntary sector SLAs from cost improvements (although no uplift either) Agreed & put in place clear discussion / engagement mechanism with third sector

What we’ve achieved so far
Established a large grants scheme with up to 3 year funding (as agreed with sector) Established small grants scheme to help provide seed money / capital assistance for voluntary organisations Agreed to review volunteering arrangements within Health Board to maximise opportunities for development & joint working with third sector Established voluntary sector as automatic partner in commissioning / planning discussions, underpinned with an appropriate appointments process

Key Milestones Workshop on Third Sector Strategic Framework – 16th August 2016 Final draft of Strategic Framework to Regional 3rd Sector Network – 12th October 2016 Consideration by HB Executive – 1st November 2016 Sign off by Health Board – 24th November 2016

So some things to think about...
The Health Board has identified key areas where it wants to develop its relationships with the third sector: Promoting & Improving Health, Wellbeing & community development Engagement Service delivery & redesign (including commissioning of third sector and volunteering) Assisting the third sector to flourish How can we build on the current arrangements / good practice? Are there other opportunities we need to take? What timeline should we be working to?
