The Reserve Officers and Noncommissioned Officers Union in nature is a national, patriotic, professional, independent and non-party organization. It is based on the principles of volunteering, democracy and self- governance. The Union is registered under the Non-Profit Legal Persons Act as an association in public benefit. The Union is a successor to the Association of Reserve Officers, founded in 1907, and the Union of Reserve Sergeants established in 1910 in Bulgaria. It is a member of the Interallied Confederation of Reserve Officers (CIOR).

Military-patriotic education of students and young generation.
The main objectives and activities of the Reserve Officers And Non-commissioned Officers Union of Bulgaria are: Strengthening of the national security and defense. Raising the role and place of reserve officers and NCOs in this task. Protection of social interests and dignity of reserve officers, NCOs and soldiers in Bulgaria. Military-patriotic education of students and young generation.

National Security and Defense:
Participation in building civil society in Bulgaria and development of mechanisms and forms for implementation of civil control over armed forces and special services; Preparation of proposals and standpoints on legal acts and other regulations concerning national security and defense and participation in their discussion; Using RONU organizational structures for better understanding of the nature and significance of the military reform, national policy and NATO on defense issues, the need for participation in peacekeeping and humanitarian missions and creation of favorable social environment for their adoption; Conducting meetings with the management bodies of the Ministry of Defense, Ministry of Interior and the General Staff on specific issues in the field of national security, state defense and military reform; Development and signing of agreements and guidelines for cooperation with them; Organization of conferences, seminars and participation in public discussions on these issues.

Social Activities: Participation in settlement of relations between public authorities, employers and reserve officers and NCOs concerning their service in the reserve /retention of jobs, social and health insurance, wages etc./; Assisting Economic Council activities to support business initiatives and projects of Union’s members; Material support to reserve officers and NCOs with low income and in poor health condition.

Military-Patriotic Education:
Preserves and develops moral values, military virtues and martial traditions of the army and the people; Organizes national and international military research conferences, celebrations, visits to historical sites etc.; Restoration, maintenance and construction of military monuments; Organizes the participation of reserve officers and NCOs in the national celebrations of historical events, notable dates and anniversaries; Organizes art exhibitions and concerts of members, presentations of their literary works and other cultural activities of military patriotic nature; Works with the Ministry of Education, Youth and Science on the military-patriotic education of students and young people.

PROJECT OBJECTIVES The current project proposal generally aims at establishing a framework for cooperation between the NGOs active in the field of security in the Western Balkans.

This main objective is supplemented by the following specific objectives:
To set out the principles and arrangements for the further development of Bulgaria-Western Balkan countries relations and identify areas for consultation and cooperation, thus establishing the NGO Network to take work forward. To play a central role in deepening the political dialogue and cooperation, and in underpinning Western Balkan country reform efforts pertaining to their membership aspirations; To establish and effective platform for including the reserve officers and former military and police personnel of the Western-Batkan countries in joint peace keeping operations; To outline the basis for cooperation between the NGOs, for preserving the military monuments in their neighboring countries; To promote peace and cooperation through joint participation in cultural and historical events.

As a result of the project, the partnering organizations will continue to meet regularly at all levels, including making optimal use of existing consultation mechanisms. Security matters in the Western Balkans, including their respective advisory roles, shall be a subject of regular information exchange and mutual briefings by all organizations. Within this partnership framework, following the cooperation principles of NATO and the EU, the Network will continue to explore the scope for further joint initiatives.
