IEP Main Page The President and the College Planning Council have been working for some time developing an Institutional Effectiveness Process at COD. To do this, they have focused on planning, assessment, and the allocation of resources. This presentation provides an overview of how this process works. The boxes to the right are your access point. 3 Terms and Concepts Important concepts.
Strategic Planning: Long term plans for changing the college. The primary document is the Strategic Educational Master Plan (SEMP). For planning processes, COD is organized on four levels. The College: The highest level of planning, led by the Board of Trustees, the President, and the CPC. Strategic Goals: Relatively short term Goals to carry out the SEMP. May be At different levels (e.g. College Strategic Goals (CSGs), Area Strategic Goals (ASCs)). Areas: There are four areas, Academic Affairs, Student Affairs, Business Affairs, and the President’s Office. Operational Plans: Any unit planning proposal that does not directly address a strategic goal. Units: Each Area consists of various units usually overseen by deans or directors. 5 Details of the Institutional Effectiveness Process
1. College Strategic Goals College strategic goals (CSGs) are goals set each year by the Board or Trustees and the President. They are clearly defined steps towards completing the college’s Strategic Educational Master Plan (SEMP). They are designed to be completed in one or two years, and include Key Performance Indicators (KPIs), which are characteristics that may be measured to know if the goals have been met. 2. Area Strategic Goals Area strategic goals (ASGs) are set each year by leaders of Academic Affairs, Student Affairs, Business Affairs and the President’s Office. They are intended to carry out CSGs announced by the President for the college as a whole. ASGs are developed in close consultation with Area deans and directors Return to Process Page

2. Program Review Every program at COD completes a comprehensive program review once every five years. Program review updates (PRUs) are completed every year. Every PRU includes a set of goals. These PRU goals form the foundation of each year’s Institutional Effectiveness Process. Planning involves efforts to carry out these PRU goals. Return to Process Page

3. Unit Planning Units are led by deans or directors. They are responsible for developing plans that address both Area strategic goals (ASGs) and goals identified in PRUs. Unit leaders work with faculty or staff to identify PRU goals that strongly support ASGs, and these are forwarded to Area leaders. All other PRU goals are termed “operational.” Any operational goal that can be met with current Unit resources are approved and budgeted within the unit. No additional approval is required. Operational goals that cannot be met with current Unit resources are forwarded to Area leadership for prioritization. Return to Process Page

Unit Operational Budget Decisions As much as possible, Units will control their own budgets. Any resource allocation decisions that can be managed within a unit’s current resources will not require any higher level approval. Return to Process Page

4. Area Planning Unit leaders (deans and directors) forward their strategic and operational plans to Area leaders (VPs and the President). Area leaders, working with their deans and directors, combine these into Area level strategic and operational plans. This does not mean simply adding them up into a long list, but developing clearly articulated plans to support Area strategic goals (ASGs) and operational plans. 5. College Planning The President’s Cabinet receives strategic and operational plans from the VPs and the President’s Office. College level planning is the process of combining these into a clearly articulated plan for addressing college level strategic goals and operational needs. In addition to the plans, the Cabinet develops a proposed college priorities list. Both are forwarded to the Budget Committee and the CPC. Return to Process Page

6. Allocation The college’s strategic and operational plans and priorities are forwarded to the Budget Committee, which reviews available resources and develops an allocation proposal for the coming year. This proposal is forwarded to the President and the CPC for consideration. Return to Process Page

7. CPC Recommendations The CPC receives the College strategic and operational plan, the allocation proposal from the Budget Committee, and assessment reports from the AOP. They review and approve these, making recommendations to the President on allocations and college strategic goals for the coming year. Return to Process Page

Board of Trustees & President The Board of Trustees and the President receive strategic and operational recommendations and assessment reports from the CPC. They consider these when approving final district budgets and college strategic goals (CSGs) for the coming year. Return to Process Page

15 Assessment Processes The Assessment of Planning and Outcomes Sub-Committee has the job of evaluating how well the Institutional Effectiveness Process works and assessing progress towards meeting college strategic goals. They develop annual reports on each of these tasks and present them to the CPC to help them make recommendations to the President and Board of Trustees on setting strategic goals for the coming year.
