7 Lessons Learned and Recommendations
Initial data cleaning was slower than anticipated GIS staff with REOC was unable to geocode locations Data was utilized after the fact since evacuations of effected areas were already conducted Review and revise the data retrieval, cleaning and analysis process to ensure streamlined and efficient

8 Moving forward…… WCHD in collaboration with GIS developed a new process to clean the data A new process of geocoding locations was implemented Shared barriers and lessons learned with ASPR WCHD requested the data a second time Geocoding was successful How do we use the data to help inform shelters?

9 Functional Assessment Service Team (FAST)

10 What FAST is Trained staff with experience in Access and Functional Needs (AFN) Assess immediate needs of individual shelter residents Initiate resource requests Work with shelter staff Can be government or non-government employees

11 Why FAST? FAST members help strengthen their community’s disaster resilience. Reduces impact on medical support resources. Allows people the ability to stay w/ friends & family in the same shelter. Supports FEMA’s Functional Needs Support Services Guidance (FNSS) and Information Bulletin #361. Identify and strengthen relationships w/ community organizations essential to emergency response.

12 Where is FAST Today! Since the program started in 2009:
9 States trained 32 Counties trained in California and Nevada 30 Training sessions occurred 19 with FAST programs 1047 People trained

13 Experience & Knowledge
FAST members posses knowledge in the following areas: Cognitive & Developmental Disabilities Mental Disabilities Vision Loss Deaf and Hard of Hearing Alcohol & Substance Abuse Aging Physical Disabilities Chronic Health Conditions (including chemical sensitivities)

14 FAST Qualifications Completion of FAST training
Demonstrated in-depth knowledge of people with access and functional needs (PAFN), people w/activity limitations, and the elderly. Interpersonal skills needed to communicate effectively (oral/written/ASL) Interact effectively with a variety of staff, volunteers, and members of the community Preferably, two years of direct work experience and assessing the needs of PAFN

15 FAST Course Length: Approximately 16 hours over 2 consecutive days
Size: participants Mix of government/NGOs Instruction, small group discussion & exercises Department of Homeland Security (DHS) approved course Training options: single county/city, co-hosting, or mutually shared hosting

Commitment to recruiting the most qualified candidates Commitment to designate an entity & staff person to coordinate, develop, and administer the FAST program Understanding that FAST is more than just training- it is a program Stakeholder group to support the program and the work it provides A good working relationship between the American Red Cross, County EM, and County entity w/lead responsibility for sheltering

FAST Training November 15-16, 2016 13 participating agencies FAST Leadership Training June 22, 2017 Next Steps Conduct additional trainings Collaboration with Carson City Health and Human Services to expand FAST Tabletop exercise facilitated by California American Red Cross, Community Emergency Response Team (CERT), Northern Nevada Center for Independent Living, Desert Regional Center, Medical Reserve Corps, Nevada Disability Resources, Nevada Division of Public and Behavioral Health, Nevada Governor’s Council on Developmental Disabilities, Northern Nevada Adult Mental Health Services, Northern Nevada Center for Independent Living, Renown Rehabilitation Hospital, Renown Home Health, and Sierra Regional Center.
