The Philippine’s enhanced social protection framework and the social protection floor
Similarities of objectives and means of action (see next two slides) ASEAN Declaration on strengthening social protection (October 2013) has a clear reference to the social protection floor concept and ILO’s Recommendation The Philippine government, workers and employers representatives have adopted the ILO’s social protection floors recommendation, (No. 202)

The action plan needs to be ready by end of 2016 It will include: Description of the social protection system Vulnerability assessments at the local level Recommendations & affordable priority policy options 5-years implementation plan

The social protection assessment based national dialogue exercise (ABND)

How much would it cost over the next 5 years? 5. Can the Government afford it? Do we need to increase the fiscal space? STEP 2 6. Technical endorsement by the ABND taskforce 7. Political endorsement by secretaries (DSWD, DOLE, NEDA) STEP 3
