7. What is the legal basis?
1987 Philippine Constitution: The Constitution obligates the government of the Philippines to “protect and promote the right of all citizens to quality education at all levels.”
Republic Act 9155 – Governance of Basic Education Act: “It is hereby declared the policy of the State to protect and promote the right of all citizens to quality basic education and to make such education accessible to all by providing all Filipino children a free and compulsory education in the elementary level and free education in the high school level. Such education shall also include alternative learning systems for out-of-school youth and adult learners.”
Republic Act 10122, amended and updated Republic Act 7165, which created the National Literacy Coordinating Council.
Republic Act 10632: “10% of the general fund of the barangay allocated for SK shall be used by the Sangguniang Barangay solely for youth development progams or projects”. These programs or projects can include “capacity building” and “Out-of-School Youth Programs”.

8. LEGAL BASIS, cont. Provincial Ordinance No. 056 in the 2015 Series:
“It shall be the policy of the Provincial Government of Camarines Sur to seek organized means and systematic methods of institutionalizing the Alternative Learning System (ALS) into the regular operations of the Provincial Government, the component municipalities, the City Government of Iriga, and the barangays within the territorial jurisdiction of the Province, in order to expediently and effectively provide education to a large portion of the citizenry.”
AND…
“Every barangay in the Province of Camarines Sur shall appropriate one per cent (1%) of their annual Internal Revenue Allotment for the expenses of ALS Honoraria and ALS programs, projects, and activities, to be sourced from the Barangay Development Fund and/or the Sangguniang Kabataan (SK) fund.”
“There shall be created in the barangays within the territorial jurisdiction of the Province of Camarines Sur a position for the Barangay Literacy Worker which shall have an Honorarium of at least One Thousand Pesos (PHP1,000.00) to be funded by the barangay fund or the fund of a cluster of barangays, or to be supported by the municipal, city, or provincial fund.”

9. What is the BLW Program?
Every person in each Barangay having the knowledge of, access to, and opportunity to participate in educational programs, which will allow them to achieve their personal learning goals and, therefore, their unique potential.

12. What does a BLW do?
Facilitate literacy, personal development and livelihood classes;
Conduct advocacy and learner recruitment activities;
Conduct data collection and literacy mapping to monitor community literacy levels;
Foster positive, functional relationships with relevant stakeholders;
The BLW will ensure that they are accessible to community members and responsive to their educational needs, questions, and support;
Dedicate a minimum of 16 hours per week in the delivery of ALS programs.
