7. Base Date for Allocation of HCFCs
Regulation currently establishes 1999 as base date
Commission proposal to amend Regulation to change this to average of 2002/2003

8. HCFCs for fire fighting
HCFCs can be used to replace halons listed in Annex VII of Regulation (EC) No 2037/2000
70% of the costs of halon removal and destruction must be paid by the HCFC installer
Limited time period – 2010?
Report amounts annually to the Commission
So far only known in Italy, Spain, Czech Republic and Hungary
Not recommended as HCFCs are a short term replacement and they deplete ozone

9. Exemption for HCFCs … As solvents … if there are no alternatives
Application Form from your Member State representative, who also checks any application
Decision by Management Committee two times per year
Management Committee reluctant to grant exemptions as alternatives are available
No applications to ManComm in pipeline
