California Assessment of Student Performance and Progress
Formerly referred to as the California Measurement of Academic Performance and Progress (CalMAPP), the new statewide student assessment system is now the California Assessment of Student Performance and Progress (CAASPP). Announcement of this change was made to local educational agencies in a January 7 letter from Superintendent Torlakson.

Required Assessments for the 2013–14 School Year
Spring 2014 Smarter Balanced Field Test California Standards Test, California Modified Assessment, and California Alternate Performance Assessment (CAPA) for Science in grades 5, 8, and 10 CAPA for English-language arts (ELA) and math in grades 2 through 11

Optional Assessments for the 2013–14 School Year
EAP in grade 11 Voluntary for students, as it has been in previous years All grade 11 students, including those participating in the Smarter Balanced Field Test, must have the option to participate in the EAP Results for individual students only; no school-, district-, or state-level results Standards-based Tests in Spanish Voluntary for LEAs to administer

Smarter Balanced Spring 2014 Field Test
Will take place March 18–June 6, 2014 Each school has been assigned a six-week window within this time frame and can conduct testing anytime within that assigned window. School test window assignments available at No paper-and-pencil version will be available. No results will be reported, but students should be encouraged to do their best.

Smarter Balanced 2014 Field Test (cont.)
5% of students will take Field Test items from one content area (i.e., ELA or math) and 95% of students will take Field Test items from both content areas. Participation expectations: Grades 3–8: All students are expected to participate. Grades 9 and 10: Only students selected for the scientific sample are expected to participate. Grade 11: Students selected for the scientific sample are expected to participate; all others are encouraged to participate.

Field Test Student Participation Exceptions
The only students exempt from participating in the Smarter Balanced Field Test are: Students who participate in the CAPA For the ELA test only, English learners who have been attending school in the United States for less than 12 months

Smarter Balanced Usability, Accessibility, and Accommodations Guidelines
Approved by governing states in September 2013 Intended for use beginning with the spring 2014 Field Test Describe three types of student support: Universal tools, available to all students. Examples include spell-check, highlighter, embedded ruler, strikethrough, and English dictionary.

Designated supports, available to identified students, including English learners, struggling readers, and students with attention deficits. Examples include color-contrast text, the blocking of distracting content, and stacked translations.

Accommodations, available to students with an individualized education program or a 504 plan that specifies the need for such an accommodation. Examples of accommodations include closed captioning, braille, calculator, and scribe. Accountability Impact of AB 484
Adds and amends Education Code Section 52052 “A transition to new standards-based assessments compromises comparability of results across schools or school districts.” Gives the Superintendent, with approval of the State Board, the authority to determine if API scores would be an invalid measure of the performance of the school in the and school years only.

Schools and school districts that do not have an API calculated due to comparability issues to meet legislative requirements using one of the following: The most recent API calculation; An average of the three most recent annual API calculations; Alternative measures that show increases in pupil academic achievement for all groups of pupils school wide and among significant subgroups.
