Purpose of Regional Meeting
Discuss regional business Provide updates on OPTN/UNOS committee activities and projects Discuss and comment on proposed policies and bylaws The purpose of regional meetings is to: discuss regional business receive updates on committee activities and projects discuss and comment on proposed policies and bylaws. Regional feedback on committee proposals and updates will be provided to the sponsoring committees.

The summary includes the sponsoring committee’s responses to our region’s comments and the Board action taken on each proposal.

Regional Business New Policy Development Calendar
Allow for a 6 month period between Board meetings Shorten public comment to 60 days (currently 90 days) Spring 2015 public comment period/regional meeting cycle: late January - late March Fall 2015: mid-August - mid-October We have not selected a spring meeting date yet, but will send an to the region for feedback on a proposed date in the coming weeks. The length of the OPTN policy development process has grown significantly over the last 5-7 years. This has resulted in an increase in the amount of time it takes for the Board to respond to needed policy changes. A workgroup was formed to review the policy development process, and this review identified several problems. The workgroup made several recommendations to address the problems, some of which you will hear about in the Executive Committee’s public comment proposal this morning. Another recommendation that was approved by the Executive Committee is to redesign the policy development calendar. The recommendations included allowing for a 6 month period between each Board meeting and shortening the public comment period to 60 days. The new calendar will shift the public comment period. The regional meetings are held during the public comment period, so the regional meeting dates will also occur during different timeframes then they do now. It is important to note that the public comment period/regional meeting cycle may vary each year as it depends on the dates of the Board meetings. The spring regional meeting cycle is scheduled for late January through late March. The fall cycle will occur mid-August through mid-October.

Regional Business What this means for members:
Timing of regional meeting cycles will change Spring public comment proposals will be reviewed by the Board in June (versus November) Fall public comment proposals will be reviewed by the Board in December (versus the following June) As mentioned on the previous slide, the regional meetings are held during the public comment cycle and therefore the regional meetings will be held during different timeframes then they are now. This change means that public comment proposals we discuss next spring will be reviewed by the Board in June, versus waiting until the fall Board meeting. The public comment proposals we discuss during the fall regional meeting will be reviewed by the Board in December. There will no longer be a 6 month lag time.

OPTN/UNOS Committee Nominations
Call for nominations – due October 17th Nomination announcement with link to online bio form is posted to Transplant Pro Nominations reviewed by regional nominating committee Regional recommendations considered by OPTN/UNOS President-Elect Appointments in April for terms beginning July 1 All but five OPTN/UNOS committees have regional representation. A call for nominations was sent to the region recently, and the deadline to submit nominations is October 17th . Each committee nomination must be accompanied by a candidate bio form in order to be considered. This year the bio form is online. Please visit the Transplant Pro website to review the call for nominations which includes a link to the online bio form. The nominating committee consists of myself and Dr. Lew Teperman, our region’s associate councillor. We will review all nominations received from the region. The selection process is based on an individual’s professional experience, willingness to serve, the needs of the committee for subject specific expertise, and the desire to have representation from all areas of the region. Regional recommendations are then considered by the OPTN/UNOS President-Elect. Committee appointments will be made in April for terms beginning July 1, 2015.

Committee Openings Kidney Committee Pancreas Committee
Transplant Administrators (term begins Nov. 1st, 3 year term) Transplant Coordinators The committee openings are listed on this slide. The Region 9 position on the Transplant Administrators Committee is vacant due to the recent representative moving to a center outside of the region. A candidate will be selected soon after the nomination period closes and we hope to have a representative in place by November 1st.

Regional Meeting Agenda
Fall meeting agenda 18 public comment proposals 10 committee updates, some requiring regional discussion Utilize non-discussion agenda format Divide agenda into two sections, discussion and non- discussion 18 public comment proposals are out for public comment and 10 committee updates will be presented during the meetings for the regions to review and discuss. To fully cover the material, the regional councillors and administrators made the decision to use a non-discussion agenda format that we introduced during the spring regional meeting cycle. We divided the agenda into two sections, discussion and non-discussion.

Discussion Agenda Discussion agenda format is the same as previous meetings 11 public comment proposals Presentation Discussion Regional Vote The discussion agenda follows the same format as previous regional meetings. The regional representatives will present proposals today and the region will have an opportunity to discuss them. Following discussion, a vote will be taken on each proposal.

Non-Discussion Agenda
Includes proposals anticipated to have a lower impact on the community Region was offered an opportunity to request that a proposal(s) be placed on the discussion agenda Proposals will be voted on today, but not presented or discussed Proposals presented and discussed during national webinars The Regional Councillors and Administrators identified 5 proposals that are anticipated to have a lower impact on the transplant community as a whole. In previous correspondence, you were provided an opportunity to request that a proposal or proposals on the non-discussion agenda be added to the discussion agenda. No requests were submitted. The 5 proposals on the non-discussion agenda will be voted on today, but they will not be presented or discussed.

National Webinar Two webinars to present and discuss 5 proposals on non-discussion agenda First webinar held in September Second webinar: October 20, 2014 at 2:00pm ET Registration Link: Two webinars will be held to present summaries of the 5 proposals. Members are given an opportunity to ask questions and provide feedback on the webinar. The first webinar was held in September, the second is scheduled for October 20th at 2pm ET. Non-Discussion Proposals: Vote You have the option to abstain from voting if you haven’t reviewed the proposals Proposal to Convert KPD Contact Responsibilities and Donor Pre-Select Requirements from the OPTN/UNOS Kidney Paired Donation Pilot Program Operational Guidelines into OPTN Policy (Kidney Committee) Clarification of Multi-Organ Policies (Policy Oversight Committee) Proposal to Automatically Transfer Pediatric Classification for Registered Liver Candidates Turning (Pediatric Committee) Proposal to Collect Extracorporeal Membrane Oxygenation (ECMO) Data upon Waitlist Removal for Lung Candidates(Thoracic Transplantation Committee) Proposal to Reduce the Reporting Requirements for the Deceased Donor Registration Form(OPO Committee) This slide includes a list of the 5 proposals that we need to vote on today. **Read the title of each proposal** The plan is to take one vote on all 5 proposals unless anyone is opposed to a specific proposal. If you haven’t reviewed one of the proposals on this list and will abstain from voting or will vote to oppose a proposal, please raise your hand and we will vote on each proposal separately. Note to councillors: **Please remind the group that they have the option to abstain if they didn’t attend one of the national webinars to hear the proposal presented or haven’t read the proposal online. The proposals will be discussed during two VCA webinars on the dates that appear on this slide. Webinar information will be available soon. A summary of the committee’s activities will be presented during the meeting today.

Public Comment Proposals
Public comment booklets on each table All attendees may discuss and provide feedback Each OPTN/UNOS member institution has one voting representative Sponsoring committee considers regional feedback in development of final proposal Board receives all public comment Your feedback is important! Public comment booklets containing the proposals we will discuss and vote upon today are located at each table. All of you may participate in the discussion today and provide feedback. After each proposal is presented and discussed, a vote will be taken. Each OPTN/UNOS member institution receives one vote. OPTN/UNOS members include OPOs, transplant centers, histocompatibility laboratories, general public members, and professional organizations. A yellow card is provided to each voting member at the registration desk. Regional feedback is important as it is considered by the sponsoring committee when developing final proposals, and public comment proposals are often modified and improved based upon regional feedback. The Board also receives all public comment responses so that the directors have a sense of the transplant community’s sentiment about a given proposal.

Public Comment Opportunities
Contact Regional Representatives Submit public comment online OPTN website: comment/ If you have individual feedback on any of the public comment proposals, you have a couple ways to provide feedback. You can contact our region’s representative on the sponsoring committee. A list of our region’s representatives is located in the booklet at your seat and also on the Transplant Pro website. As always, you can also submit an individual public comment online through the OPTN website. As a reminder, this tool is always available to members to provide individual and center specific feedback to the committee on all the proposals that are submitted for public comment.
