Council’s proposal of a ‘IUCN One Programme Charter’
Before we go in detail over the Draft IUCN Programme , I would like to say a few words about the ‘One Programme approach’ which Council has promoted throughout the development of the Draft IUCN Programme and in certain ways also in the implementation of the current Programme

The ‘One Programme’ approach is about HOW the constituent parts of IUCN work together to implement the IUCN Programme
With the ‘integrated or One Programme approach’ Council takes forward Resolution of the Barcelona Congress which already in 2008 endorsed the general approach of improving collaborative working within the Union and which began to use the concept of ‘One Programme’. What the concept of ‘One Programme’ really means is that all of us, the Members, the Commissions and the Secretariat, commit to a coherent and harmonious delivery of the IUCN Programme adopted by Congress, which enables and leverages the capacities of IUCN’s constituent parts and delivers conservation results optimally, effectively and efficiently.
It has been your, the Members’ conviction expressed in the resolution of 2008 that together we can achieve more than the individual parts of the Union can do on their own. A lot is at stake now in the world with regard to sustainable development. We must therefore ensure that we can maximize our collective impact and influence. Council developed a ‘Leadership Statement’, the One Programme Charter. Last year, via an electronic survey, all Members were invited to comment on a previous version of the ‘Charter’ which was then called ‘One Programme Commitment Statement’. The results of the survey can be viewed in the Members’ Portal.
The Charter calls upon the Secretariat, Commissions, and National and Regional Committees to work together to develop and implement the IUCN Programme collaboratively. It invites Members, where their priorities and capacities align with the Programme, to participate in its implementation.
With governments, NGOs, scientists and experts – thousands of passionate and committed people in more than 160 countries – our Union is large and diverse. As individual organizations and experts, we are many. As a Union that enables and leverages our individual strengths and capacities, and works together coherently and based on mutual respect, we are truly strong and have greater influence and impact.
The IUCN Programme is approved by Members at the IUCN Congress every four years, together with IUCN’s policy adopted by Congress through the motions process. It is our joint platform for action and policy influence for conservation, and provides our agreed themes and priorities for the four-year period. In a way, the IUCN Programme is a ‘prospectus’ for the entire Union, not the work programme for the Secretariat only. It provides a framework for annual/biannual work plans for all components. Together with the general policy of IUCN as defined by Congress resolutions, the IUCN Programme is the main instrument we have to coordinate the work and efforts of the IUCN's Members, National and Regional Committees, the IUCN Commissions and the Secretariat.
The ‘One Programme’ approach, or call it the ‘One Union’ approach, is about HOW the constituent parts of IUCN work together to implement the IUCN Programme.
This Charter helps guide how together we can proactively and effectively deliver one integrated Programme. A copy of the Charter has been distributed to the participants of this Forum.

3. Strengthen the ‘One Programme’ approach
First results: Union wide consultation process on the Draft IUCN Programme
Council proposal to amend the IUCN Regulations to enable the One Programme approach:
Add a new Regulation 2bis:
The Council, the Commissions, the National and Regional Committees, the Secretariat, and the Members where their organizational priorities and capacities align with the IUCN Programme, shall work together for coherent delivery of the IUCN Programme which enables and leverages the capacities of IUCN’s constituent parts and delivers conservation results optimally, effectively and efficiently.
The first results are already tangible: an intensive Union wide consultation process of which this Regional Forum is part, on the Draft IUCN Programme The idea is for Council to propose a motion to the 2012 Congress recognizing and giving full effect to the ‘Charter’ to enable the One Programme approach by all constituent parts of the Union.
To enable the One Programme approach as outlined in the Charter, Council proposes to amend the IUCN Regulations by adding a new article 2bis.

With regard to the IUCN Members, Council has qualified the wording by adding “where their organizational priorities and capacities align with the IUCN Programme” because the Members can obviously not be obliged but only encouraged to work together with the components of the Union to the extent that their activities align with their own organizational priorities and capacities.
