From 2004 Development of Pilot voluntary carbon projects (CAZ, Makira) Elaboration of R-PP Strengthening of capacities on methodological aspects related to RELs/MRV Development of methodological approaches for REDD projects (PERR-FH) Incorporation to UNREDD Programme June - October 2014 Approval of R-PP by the FCPF Approval of TS and CNA by UNREDD programme. November 2014 – May 2015 Start of UN-REDD activities Hire consultants for TS & CNA Consultation workshops for CNA re: Land tenure, vision and presentation workshop After June 2015 Start FCPF activities Strengthening of institutional arrangements for REDD Capacity building Intersectoral dialogue & engagement (high-level meetings, intersectoral committee) Continue with TS activity (Institutional analysis and exchange) => Elaboration of a proposal for a National Programme under UN-REDD

Objective Support the implementation of the REDD process in Madagascar by assessing capacity needs in key areas, considering efforts to-date, e.g. pilot projects, R-PP. 3 Identified key areas for the CNA Land tenure REDD+ vision and intersectoral dialogue NFMS/MRV

CNA Components Land tenure Vision & dialogue NFMS & MRV Context

Lack of a shared REDD+ vision by all stakeholders involved in its implementation Lack of dialogue between sectoral ministerial depts. involved in REDD + The MRV component in the R-PP focuses on carbon NFMS not designed as a forest management and decision-making tool. Objective Trigger a process to improve land security in forests and collaboration among administrations Harmonize national REDD+ process developing a collective and coherent vision Clarify needs in terms of data, systems, institutions, building human and material capacities for each of the key pillars of MRV [monitoring with RS, forest inventory and GHG inventory] Expected results Integration of specific concerns specific to the forestry sector in land policy letter and reconsideration of forest policy Roadmap Strengthening capacity and multistakeholder dialogue to formulate a shared, transformational vision for REDD + Proposed institutional framework for NFMS implementation Proposal to strengthen capacity 4-year roadmap

Lessons learned CNA on Land tenure
Land reform in the forest sector can not be done without: Connecting both land and forest administrations An involvement of regional actors in national debates Integrate REDD + reform proposals of the legislative and regulatory framework in the land reform (land policy letter) and future forestry and forest policy code being revised. CNA on Vision / Intersectoral Dialogue Change our approach on forests, from conservation to integration in the sustainable development of the country Extend the circle of stakeholders involved concretely in the construction of the national REDD + strategy, including: Enabling different sectors and areas Local communities (including capacity building to participate) Policy makers and networks of influence Strengthen and improve the functioning of the institutional structures o involved in the national strategy CNA on NFMS / MRV 47 initiatives related to MRV / NNSW were analyzed: many data available at local and regional level but limited at the national level. technical capacity concentrated in CSOs Uncoordinated heterogeneous initiatives => need for coordination of capacity building Develop a broader vision of NFMS that must meet different information needs of the country for REDD + and for sustainable forest management (biodiversity, timber production, environmental, social and economic goals) Anticipating coordination challenges

Priorities identified by CNA
1- CNA on Land tenure Developing Land tenure maps Drafting specific legal provisions on land tenure on forests (art. 38 of the law ) Political engagement of relevant stakeholders at different scales 2- CNA on Vision / Intersectoral Dialogue Updating and enriching the process to develop the national strategy (intersectoral, political etc.) Establishment of an institutional framework for high-level exchanges and cross-sectoral dialogue Capacity building of REDD + stakeholders (sectors, communities, political, civil society and private sector ...) Institutional capacity building and organization to key institutions including agriculture sectors, energy, mining, farming, fishing, forests and land management Support BNC-REDD / key ministerial department for the integration of REDD + into policies, strategies and public policy instruments 3- CNA on NFMS / MRV Technical Support to BNCR for coordinating implementation Capacity building to BNCR and forestry administration (in general) for NFMS
