6 Observation: an evolving society with respect to Safety and Security – some difficult “how to” questions that need answers within contemporary society – Challenges: How safe is safe enough? How secure is secure enough? How to define risk acceptability criteria? How to include economic assessments? How to deal with horror scenarios? How to include moral aspects in risk assessments? How to increase transparency? How to use dynamic risk assessment techniques in industrial practice? How to advance academic knowledge regarding security? How to integrate physical security and cyber security? How to make safety and security part of academic education?

10 Re-inventing safety and security – Two “Safety Revolutions” thus far

11 A Third Safety Revolution is needed
“Business as usual” regarding dealing with safety and safety improvements since the second safety revolution (1960’s onwards) However: further observations: Adaptation to the needs of current society and societal expectations (e.g. transparency, moral aspects and ethics) Changing world: new challenges (a.o. Security, social media, and big data) Still too many incidents and accidents – industry can really be more excellent Cooperation: companies are still too much “safety-islands” instead of “safety clusters” Too many of the ‘old recipes’ are being used and re-used in safety! Current thinking, mental models, technological approaches and solutions, safety implementations and ways to improve safety DO NOT SUFFICE to answer these questions and to revolutionize safety and make it much, much safer in a realistic way!

12 A Third Safety Revolution: The ‘CHESS’ Paradigm An example: Industrial safety and security
Members from the Triple Helix (Industry, Authorities and Research institutes) truly wanting to advance the Dutch industry needs to play ‘CHESS’: Put focus on / advance the following: Cooperation and Clustering High transparency and efficient inspections Education, learning and training Security development and integration Safety innovation and dynamic risk assessment

14 Conclusion The LDE Centre for Safety and Security becomes a national and international centre of excellence within Europe If questions regarding safety and security arise in media, by policy-makers, or by researchers of all kind, the point of single contact is the LDE Centre for Safety and Security “The whole is more than the sum of its parts” (Aristotle, 4th Century B.C.)
