Aim By the end of today’s session key stakeholders will have an opportunity to input into the overall development and construction of South Gloucestershire’s SEND Strategy

Overview of the morning
Key themes from the Local Government Association (LGA) Peer Review of SEND in South Gloucestershire Council - May 2017 were outlined at the event and will be communicated once the SEND Peer Review Report is finalised Current SEND landscape within South Gloucestershire What has happened since 2014 Proposed priority areas for change Capturing what is working well and what needs to improve Next steps

Principles of the SEND Code of Practice
Must have regard to: the views, wishes and feelings of the child or young person, and the child’s parents the importance of the child or young person, and the child’s parents, participating as fully as possible in decisions, and being provided with the information and support necessary to enable participation in those decisions the need to support the child or young person, and the child’s parents, in order to facilitate the development of the child or young person and to help them achieve the best possible educational and other outcomes, preparing them effectively for adulthood

These principles are designed to support:
the participation of children and their families in decision making the early identification of children needs and early intervention to support them greater choice and control for young people and parents over support collaboration between education, health and social care services to provide support high quality provision to meet the needs of children and young people with SEN a focus on inclusive practice and removing barriers to learning successful preparation for adulthood, including independent living and employment

Activity since the Strategic Review of SEND in 2014
Opening of a Pegasus Free School in September 2017 Expression of Interest submitted for a new Free Special School for SLD/PMLD Increase in specialist places in Special Schools and early years Capital builds to increase capacity at Warmley Park Opening of Specialist Unit for SLD/ASD at Lyde Green Primary School Resource bases have a Service Level Agreement in place Systems and Processes are being upgraded and co-produced by key stakeholders

Further developments …….
Children’s Community Health contract commissioned The 0-25 Service moved from Adult Social Care to Integrated Children’s Services to better align with early help, schools and locality based social care children’s teams (July 2016) Development of a Transition Team and clearer pathways to prepare for adulthood are being identified. This includes closer working with adult social care, housing, paid and community work based providers. The Transition Team joined the 0-25 Service in April 2017

The SEND landscape In excess of 1640 statements or EHC plans
3.1% have a statement/EHC plan (2.8% nationally) and rising More pupils with statements/EHC plans and less pupils identified at SEN Support (12% nationally) 489 statements to be transferred to EHC plans by April 18
