Active participation in LUCA is tribal government’s opportunity to review and comment on the US Census Bureau’s residential address list for their jurisdiction prior to the 2020 Census.
Why is tribal participation in LUCA important?
- Ensure an accurate decennial count in your tribal community
- Distribution of more than $400 billion federal funds annually for infrastructure, programs and services
- Plan for future tribal community needs, including housing, education and healthcare

11. LUCA Schedule
January 2017: Advance notification of LUCA mailed to Tribal Leaders
March 2017: LUCA promotional workshops begin
July 2017: Invitation & registration forms mailed
October 2017: LUCA technical workshops begin; self-training aids & webinars are available online
February 2018: Participant materials mailed to those registered; participants will have 120 calendar days from the receipt of materials to complete review
August 2019: Feedback materials offered to participants with the results of address canvassing
April 1, 2020: Census Day

12. Boundary and Annexation Survey (BAS)
Active participation in BAS is the primary way that tribal governments ensure that their legal boundaries are correctly recorded with the federal government
Tribes report new land and updated boundaries for federal reservations and off-reservation trust land
Accurate legal boundaries are part of the foundation of good decision-making for tribal governments – responding to BAS ensures tribes have the best data available
