INTRODUCTION The State of Arunachal Pradesh situated at the eastern most part of India which stands as a sentinel to 3 Countries has been without air connectivity since Independence in 1947 except Vayudoot service to a few locations for a brief period in 1980’s and existing Helicopter service under MHA’s Helicopter Subsidy Scheme since December 1995 to a limited places. However, in the year 2009 a Memorandum of Understanding (MoU) was signed with Ministry of Defence (MoD) for dual use of ALGs to be constructed by Indian Air Force (IAF).Accordingly, 6 No. of ALGs have come up at Ziro, Aalo, Mechuka, Tuting, Pasighat and Walong where IAF is operating its AN-32 Aircrafts. These ALGs have runway length of 1100 mtrs to 1500 mtrs on an average. On the day of Inauguration on 19/08/2016, the Sukhoi Fighter Jets too landed at Pasighat ALG. Besides, these 6 ALGs on Airport constructed by Airports Authority of India is ready for operation at Tezu which has Runway length of 1500 mtrs. Incidentally the launch of RCS(UDAN) is being seen as a boon. Despite of signing of MoU for Dual use of ALGs, the State Govt. is not utilizing the ALGs for want of operators. In view of the fact that most of the District Headquarters are located far away from the State Capital requiring 2-3 days travel by land route, it is presumed that there would not be dearth of passengers if Fixed wing Aircraft is operated.

Inhabitants are Apatanis and Nyishis Tourist attractions : Ziro festival Of Music (ZFM), Butterfly Meet, rich handloom/ handicraft, KARDO HILLS, home stays, fruit orchards, fish farms, paddy –cum- pisciculture and rich flora and fauna of the Ziro plateau. West Siang District Altitude: 243 mts Situated 297kms from Itanagar Galo, Adi , Bori-bokars are the inhabitants Tourist attractions: Malinaithan, fruit orchards, river rafting and angling, hiking etc Tentative Routes :- Mechuka, Pasighat, Tuting, Dibrugarh(Assam), Lilabari (Assam), Guwahati (Assam).

ALG MECHUKA Mechuka, ADC HQ, West Siang District Altitude 1,829 mts
Situated at 477kms from capital. 29kms from away from Indo-China. Inhabitants are galos, membas, kambas, bori& bokars, pilibos. Tourist attractions: Mechuka Festival, scenic beauty, 400 yrs old Buddhist Monastery, white river rafting, angling, trekking/hiking. Tentative Routes :- Aalo, Tuting, Pasighat, Dibrugarh(Assam), Lilabari (Assam)

ALG TUTING Tuting, ADC HQ, Upper Siang District
Altitude: 754 mts 620 km from Itanagar Inhabitants are Membas and Adis. Tourist attractions: Trekking, river rafting/ angling at Siang, lakes, scenic beauty, Bhuddhist shrine abd monasteries. Tentative Routes :- Pasighat, Aalo, Mechuka, Lilabari (Assam), Dibrugarh (Assam)

ALG PASIGHAT Pasighat, District HQ, East Sing District
Altitude: 155 mts Distance from capital is 265 km The oldest town(established in1911) of the State. Inhabitants are Adis, galos. Tourist Attractions: Daying Ering Wild Life Sanctuary, Orange orchards, River festivals, white river rafting, angling , Kekar Moying, scenic Mayudia etc. Tentative Routes :- Tuting, Mechuka, Aalo, Lilabari(Assam), Guwahati (Assam)

ALG WALONG Walong, Anjaw District Tourist attractions:
Altitude: 1296 mts 450 km from Itanagar 20 Km south of Chinese border Inhabitants are Mishmi and Zakhring (formerly known as Meyor). Tourist attractions: Walong War Memorial, Hot water Spring, Dong Village(where Sun rises first in India). Tentative Routes :- Tezu, Dibrugarh (Assam), Guwahati (Assam)

TEZU AIRPORT Tezu, District HQ, Lohit District. Altitude: 185 mts
Predominantly inhabited by Mishmi tribe 364 Km from Itanagar Tourist Attractions: Parshuram Kund, Glow lake, Dong village, fruit orchards, Buddhist monestaries , Dhola-Sadiya bridge( 9.15 km), Handloom handicraft centers, Kamlang Wild Life Sanctuary. Tentative Routes :- Guwahati (Assam) , Dibrugarh (Assam).

STATE GOVERNMENT INCENTIVES
The Govt. is contemplating to provide additional VGF up to 50% on non-RCS seats if seats are not sold. Night parking charges if any shall be reimbursed to operators or borne by the State Govt. State Govt could reimburse RNFC charges on all RCS flights. VAT on ATF is 0 %. For Air operations with NSOP further negotiation may be carried out with the State Government.
