3. 1. About the APEC Policy Support Unit
In-house research unit of APEC: supports fora discussions through analytical pieces, data and assessments of APEC programs
Request for PSU studies can be from various APEC fora; project needs prior endorsement by the group

Regulatory Reform: Case Studies on Green Investments (2013) – 12 case studies on energy efficiency and renewable energy
The Impacts and Benefits of Structural Reforms in Transport, Energy and Telecommunications Sectors (2011) – includes case studies on electricity and gas.
Study on Good Regulatory Practices for Goods and Services Necessary or Desirable for Climate Change Mitigation and Adaptation (2009)

Aim: to deepen understanding of the broader range of environmental services which can aid the implementation of the APEC Environmental Services Action Plan
5 possible sectors to study:
Water related business(consulting, designing, constructing, operating, maintaining of wastewater treatment facilities)

6. Potential upcoming work in 2017 on environmental services
5 possible sectors to study:
Refuse disposal and recycling related business (consulting, designing, constructing, operating, maintaining of incineration facilities, recycling business, refuse disposal electricity)
Renewable energy related business (photovoltaic power generation, wind power generation)

7. Potential upcoming work in 2017 on environmental services
5 possible sectors to study:
Energy efficiency related business (ESCO services(consulting on energy efficiency business))
Environmental pollution control business
(prevention of air pollution, environmental management)
Most are related to topics discussed in EWG
Mostly on regulatory issues affecting trade, industry characteristics.; Solicit some ideas on works done in EWG. Ask for examples.

APEC-wide action: both at the individual economy level and various APEC groups: measurable targets
Enabling factors: institutional quality -> regulatory reform; openness; transparency; human resources; ICT innovation, etc.

9. 3. APEC Services Competitiveness Roadmap and EWG
On group action and evaluation - Example:
APEC-Wide Action: Supporting cross-border mobility for professionals, building on initiatives such as the APEC Architects and Engineers Registers to facilitate mutual recognition arrangements
Accountability: Human Resources Development (HRD) Working Group
Background: XXXXXX
Outputs: HRD Working Group should seek to do an evaluation of the efficacy and usefulness of the current APEC Engineer and APEC Architect to possibly strengthen these arrangements and establish similar frameworks for other professions XXXXX
Targets: The HRD Working Group Chair to submit proposals by SOM2 in 2017 on:
a) The development of voluntary frameworks for up to three further professional groups in the APEC region; b) The implementation of such frameworks by the end of 2021; amd c) Capacity building activities to support their adoption
Indicators: Reductions are measured in the number of barriers affecting the movement of professional services between APEC economies, including through a services trade restrictiveness index for professional services.

Energy Services is an important part of the ASCR
EWG can likewise prepare target outputs and indicators in line with the objectives and principles outlined in the ASCR and ASCF (2015)
PSU can help support EWG in identifying useful (and available) indicators to track progress and impact.
