Challenges for the UN at Global, Regional and Country level
Establishing SPF raises new challenges New methodologies and tools required to: Assess SP situation at country level, Produce coherent recommendations, Ensure the sustainability of financing, Support the development of innovations UNDG A-P has agreed on the importance of developing a toolkit on coordinating the design and implementation of SPF Establishing SPF raises new challenges for the UN too. The design and establishment of SPF is a complex (as it involve many sectors, stakeholders and require policy coordination) and new area of work for many UNCTs, requiring the development of new methodologies and tools to: Jointly assess social protection situations, Provide coherent and convincing recommendations to governments, - UN Needs to have one voice based on a Rights Based Approach (an understanding of what means a rights based approach) Ensure the sustainability of financing – support countries to develop sustainable paths of financing Support the development of innovative implementation strategies and mechanisms. Following the launch and success of the First UNDG AP Issues Brief, the UNDG A-P has agreed and mandated ILO to lead the development of a toolkit on coordinating the design and implementation of social protection floors.

SPF Efforts to develop and implement SPF should encompass diversified number of stakeholders Line ministries (Labour, Health, Social Development, Finance, Planning, Interior, Education, Rural Development, Women’s Affairs, etc.), social security institutions Workers’ and employers’ organizations Efforts to develop SPFs should encompass all social protection stakeholders (i.e. central governments, local governments, social partners, development partners, and relevant civil society organizations (CSOs)), as well as stakeholders from related fields (education, enterprise development, planning, finance, disaster risk management, decentralization and climate change adaptation, among others). Coordination is also important among UN agencies and other development partners to maximize the effectiveness of the support provided to governments. By working as One, UN agencies can significantly increase the impact of interventions and avoid situations where conflicting advice is provided to countries. Furthermore, synergies can be achieved when leveraging their respective strengths to provide support on a particular aspect or issue. The pooling of resources can thus help achieve bigger and more sustainable gains than individualized actions. At the same time, UN agencies can work together and with countries to better link national social protection actors (policy makers, administrators and programme managers, among others) to networks of experts and learning opportunities in other countries Local governments National Statistics Office, academicians UN agencies World Bank, other development partners Civil society

Offers entry points for UNCTs to support better coordination of SP initiatives Coordination leading to effective and efficient in delivering: The Right Services The Right Person The Right Time Provides entry points for UNCTs and other stakeholders to support governments to better coordinate social protection initiatives, with the objective of delivering effectively and efficiently the services to: It is not only about having the programs or the services available. Ensuring that the right service is offered to the person that needs it in the moment she needs is essential to make it effective

Includes: A common definition of coordination A common understanding of its importance; A methodology to assess the level of coordination; Potential entry points for UNCTs The identification of good practices a common definition of coordination in the field of social protection, and a common understanding of its importance; a methodology to assess the level of coordination in a country; potential entry points for UNCTs to support governments and other stakeholders in coordinating the development and implementation of social protection floors; and the identification of good practices to ensure the development and delivery of coordinated social protection floors.

Structure It is structured to delineate the various levels of coordination that exist: horizontal coordination at the policy level, vertical coordination, and horizontal coordination at the operational level outline a practical assessment methodology for users to apply in various country contexts to determine the level of coordination that exists and that is needed, and provide concrete experiences from countries that illustrate ways to improve coordination in social protection.
