The TIR Convention been established since 1975 and came into force in Since that time it has become one of the most successful International Transport Conventions in existence. So why use the NCTS declaration in the EU?

Change driven by the: Multi Annual Strategic Plan - MASP Delivering Electronic Customs initiative by 2013 including: Import Control System (ICS) Export Control System (ECS) NCTS/TIR - taking forward the e-TIR project under development by the UNECE Continued development of the electronic customs initiative in accordance with the relevant legal decisions and the Multi Annual Strategic Plan (MASP). Electronic data exchange between customs offices is possible throughout the Community where required for any customs procedure or any other purpose related to the movement of goods across Community borders;

Augmenting the return of Voucher No 2 with the sending of NCTS messages Secondary objective of exercise is to inform the development of the e-TIR project objective is to test the use of NCTS to facilitate the termination /discharge of TIR operations within the Community. Augmenting the return of Voucher No 2 with the sending of NCTS messages could accelerate the operations. A secondary objective of the exercise is to inform the development of the so-called e-TIR project currently under development by the UNECE. The main element of the TIR system is the TIR carnet. It serves as a transit document as well as a proof of guarantee. In 2000, the decision was taken to computerise the TIR System, subsequently the E-TIR project started. It has been suggested using the NCTS infrastructure for exchanging TIR data messages for two reasons: testing the concept and feasibility of computerising the system and improving the situation regarding delays in returning a part of the TIR document. There is a close correlation between the data required for TIR and the one required for NCTS.

Implementation of NCTS-TIR on 1st January 2009 From this date, an electronic declaration must be submitted to the NCTS for the EU element of a TIR movement. An NCTS declaration must be lodged at the first Customs office of entry into the EU. So how is this done for road transport from Turkey? NCTS Control from Office of Departure/Entry to Office of Destination/Exit.

NCTS-TIR Pre-Declaration Requirements If a movement enters via Greece
Facility to submit TIR data to NCTS/TIR system by persons not established in Greece is not available at present. The Web channel information is only in Greek and as above -no one outside Greece can be accredited. There is no IRU -EPD facility at present either. Transport operators must use customs agents or other service providers who may be accredited for the system The Greek administration are working hard to improve this Unfortunately, at this time the submission of the TIR data to the Greek NCTS/TIR system by persons not established in Greece is not possible.

If a movement enters via Bulgaria Submissions may be made 'system to system' Direct trader input via a Customs internet site Transport operators may also use customs agents or other service providers who are accredited for the system No IRU-EPD system available at present 'System to System' via third party software Web Channel Customs Agent No IRU-EPD Bulgarian Guarantee association also has interface

If you are able to submit your own declarations via the Internet or through software, the look of the interfaces with the NCTS will vary but the structure and format remain the same throughout. A handout featuring the UK system has been provided to demonstrate the requirements. Distribute handout

Declaration Type (Box 1) All traders using TIR will need to select ‘TIR’ for the type of declaration in Box 1 of the NCTS declaration.

TIR-traders must use ‘Normal’ procedure TIR traders must use the ‘Normal’ procedure when entering a transit declaration - no ‘TIR Authorised Consignors’

TIR traders must select the ‘produced’ box in ‘Produce Certificates /Previous References (Box 40/44) and enter: type ‘952’ for TIR carnet and the reference of the TIR Carnet number in the ‘Document Reference’ field.

Guarantee Screen All TIR traders should select the Type B guarantee.

Guarantee Screen (Cont) The correct TIR carnet number must be entered in the ‘Other Guarantee Reference’ field on the guarantee screen. This must agree exactly with the TIR Carnet information entered in Box 44, otherwise the declaration will not be accepted

When the NCTS is in Fallback at the NCTS office of Departure/ Entry in the EU. If the system is unavailable and no Declaration can be made to the NCTS, the Customs officer at the Office of Departure/Entry will stamp or write the word FALLBACK on the Volet and Souche No 1 of the TIR Carnet.

What are the benefits the NCTS Declaration
NCTS-TIR Pre-Declaration Requirements What are the benefits the NCTS Declaration The NCTS will be used as a control measure to send appropriate messages from the Office of Departure/Entry to the Office of Destination/Exit. These messages will replace the much slower process of physically returning Voucher 2 and with therefore minimise unnecessary Enquiry Procedures being initiated.

Question. As a TIR Trader do I need to do anything different with the Carnet? Answer No from a Traders point of view, there are no obvious changes to the paper based procedure. However, you may wish to use a local reference to identify your Declaration at the office of Departure/Entry.
