The Van de Graaff generator is a machine for creating static electricity. The moving belt carries charge from the lower comb to the upper comb and collecting sphere where it builds up. When a person (insulated) puts their hand on the dome while it is charged, their hair stands on end. The charge builds up in them and as like charges repel it tries to get as far away as possible from itself.
