Rationale : Over the past year faculty and administrators have voiced their dissatisfaction with the current tenure and promotion process. Faculty concerns were expressed as well in the results of the latest COACHE survey. Therefore, the Personnel Committee decided this Fall to study promotion and tenure at other CUNY senior colleges in the hopes of revising our current procedures:

Conclusion: The NYCCT Governance Plan should be changed to reflect the growth of the college and our statues as a senior college. The Promotion and Tenure procedures have not been significantly revised in over a decade. We also conclude that the Committee should revise the current Guidelines for Faculty and PARSE to reflect any changing procedures and to provide clear guidance on college standards for promotion candidates and committees.

Current NYCCT Promotion Procedure
DEPARTMENT LEVEL SCHOOL LEVEL COLLEGE LEVEL APPEALS Department Peers Committee: 1. Two committees of Associate and Full, respectively. 2. Chair has all eligible candidate observed in Fall and invited candidates to be interviewed by Peers Committee 3. Chair convenes the Peer committees. No role Ad-hoc Committee: 1. President appoints 2 committees of 5 or 6 members for Associate and Full respectively. 2. Two members for each must be members of College P&B. Must be chaired by member of P& B. 3. Forward reports to the President prior to presentation at College P&B. 4. Candidate will be considered recommended by 5-1 or 4-1 vote. . Appeals may be made to the Personnel Appeals Committee Peer Committees: 1. Elect a representative to be interviewed by the Ad-hoc Committee 2. Draft a written report prepared and voted on by Peer Committee 3. Members sign report, and may append comments. 4. Chair holds conference with conference to discuss peer report. Chair drafts a meeting memo signed by Chair and candidate. Candidate also receives unsigned copy of the report. College-Wide P&B: 1. Ad-hoc report and vote present to College P&B in Spring 2. President in consultation with Provost and Academic Deans makes final recommendation 3. Recommendation provided to College P&B at the first meeting in Sept.

Goals Provide for increased Faculty Participation Reduce the Workload of the Vetting Committee Allow each School to provide more guidance on the vetting of candidates Keep as much continuity with the present procedures as possible

Proposed NYCCT Promotion Procedure
DEPARTMENT LEVEL SCHOOL LEVEL COLLEGE LEVEL APPEALS Department Peers Committee: 1. Two committees of Associate and Full, respectively. 2. Chair has all eligible candidate observed in Fall and invited candidates to be interviewed by Peers Committee 3. Chair convenes the Peer committees. School Promotion and Tenure Committee Each School of the College will have one committee Each committee will consist of one tenured Associate or Full Professor (not the Chair or Dept. Member of A.C.) from each Department in the School. Selection by vote for 3 year terms in conjunction with Department triennial elections Dean will convene and meet with the Committee but will not participate in the voting process. Associate and Full will vote on all promotion candidate. Full Professor will vote on candidate to full rank. College-Wide P&B: 1. School report and vote presented to College P&B in Spring 2. P&B is chaired by President or Recommendations of the College P&B and School P&T will be forward to the President for consideration. Where to we go from here? Personnel Committee and the Legislative Committee will be working together to draft a resolution with changes to the NYYCT Governance Plan, Part III. Solicit opinions on the plan as the draft takes final form Begin the amendment process as outlined in the NYYCT Governance Plan, Part VI. In the Spring, the Personnel Committee will begin studying our current Faculty Guidelines and PARSE form and recommend any necessary revisions.
