3. Safety Zones
Designed to protect areas or objects outside of the zone. They protect spectators, vessels, and waterways and shore areas by controlling access to activities within the zone. Most safety zones limit access during response to an emergency and can be set for an indefinite period of time.

A safety zone is a water area, shore area, or water and shore area to which, for safety or environmental purposes, access is limited to authorized persons, vehicles, or vessels. It may be stationary and described by fixed limits or it may be described as a zone around a vessel in motion.

6. Safety Zone vs. Security Zone
Safety Zones protect outside vessels/ Rec boat community from hazards inside the zone
Security Zones protect assets inside the zone from external threats
Fireworks, Boat Races, Pollution

7. Security Zones
A security zone is put into place to protect a certain object or area. The purpose of a security zone is to safeguard from destruction , loss, or injury from sabotage or other subversive acts, accidents, or other causes of a similar nature:

33 CFR – Security Zone as used in this part, means all areas of land, water, or land and water, which are so designated by the COTP for such time as he deems necessary to prevent damage or injury to any vessel or waterfront facility, to safeguard ports, harbors, territories, or waters of the US or to secure the observance of the rights and obligations of the US.

9. Harbor Safety Committees
The term “ Harbor Safety Committee” is defined in the broadest sense as a local port coordinating body whose responsibilities include recommending actions to improve the safety and efficiency of a port or waterway.

10. Benefits of HSC
Improve Stakeholder Awareness on upcoming MEs, promote networking amongst HSC mbrs and gather input to minimize impact tonother WW users.
Evaluate the effectiveness of current regulations and if necessary propose changes to promote safety.
Identify local WW Congestion Concerns and find agreeable solutions to prevent reoccurrence
Increase public awareness of safe boating courses available and promote best practices to ensure safe boating and compliance with required equipment.
