NTA Transition Objectives
Military utility – capabilities-based assessments using warfighter participation, realistic scenarios, and realistic environments Changes in ‘operational capabilities’ – CDD/CPD input Changes to CONOPS – reflecting capability changes from MUA findings Draft/Final TEMP – leveraging existing NTA DT/OT Operational assessments – for early transitions (fielding/acquisition) Milestone C operational assessments – streamlining the transition to formal LRIP OT&E Residuals suitability assessment – to facilitate rapid integration of residuals into force structure

Potential Transition Outcomes
No transition Technologies have no utility Residual transition to warfighter as interim capability 80 percent solution for urgent or near-term need Transition into a new or another system or development program Seamless integration into an existing or new Program of Record Internal or limited transition Example: crisis action system tailored for COCOM use only – limited number that can be satisfied by residual system buy

ACTD/JCTD Residuals Fielding Transition Challenges
Typical issues Fielding assessments (compatible, suitable, supportable) incomplete for fielding (training, maintenance, logistics support, CONOPS/TTPs, Force structure, etc.) Post-EUE sustainment funding not POM’d or available Lead Service/Agency and developer roles intertwined Transition is buried in other agency efforts or migrates into another Program of Record The ACTD program has an acceptance process (both at the OSD level and within the Command) and goes through a develoment, assessment and transition phase. General guidance is provided by DUSD on the web site and on the CD that has the master plan and guidance documentation. The transition guidance assumes that the lead service’s transition manager (XM) will take the ACTD technology, upon completion of an assessment and recommendation by the user sponsor, and field it in a smooth transition. Command experience has been that is not always the case – this document lays out command policy regarding transition, wlhat we have learned and guidance/information to assist the OM.

Transition Lessons Learned
Begin transition early Early OTA involvement with Transition Manager and Transition Plan development Early Lead Service/Agency participation (POM, etc.) Identify operational transition issues early Key in on Title X concerns – manning, training, equipping, and preliminary/final TEMP Prepare strategy for CDD/CPD inputs Review relevant Capstone Requirements issues We are working closely with USJFCOM. They have managed 24 ACTDs since 1995 and have established some lessons learned. Some of those lessons we are leveraging are depicted here: Read form slide
