Total war = military conflict in which nations are willing to do whatever it takes to win the war
Mobilize (make available) all technology, military, human resources
No limits on weapons used, territory involved, or goals
Total war = most extreme
Civilians + soldiers are targets

Rationing = restricting food and other items so soldiers had enough
Propaganda used to influence ideas and encourage support for war
