Gujarat Activity To produce a State slum policy through an inclusive process; Strength The decision to work with – and through – the City Managers’ Association of Gujarat; Weakness Communal riots throughout the State in 2002, with many identifying the state government as complicit; Outcome A solid statewide policy with sound principles, but which still avoids the most difficult policy issues – eviction, and resources. eThekwini, South Africa. Mauritania Activity Provide support to the Government of Mauritania to consolidate a new policy for urban land management, within the context of a national upgrading programme; Strength Clear linkages with the PRSP, which continues unusually forthright language about tenure and land reform, with targets and budget; Weakness The product was produced by an international consultant, with few linkages to other CA members or consultative approaches; Outcome A very technical document, very country specific, although very useful in Mauritania eThekwini, South Africa. November 4-5, 2004

Central America Activity Two comparative policy analyses of six countries, and three cities: Strength Very high quality studies produced, demonstrating similarities between the countries and cities, and the policy and institutional gaps; Weakness Not linked to an implementation programme, nor to a programme of reform. Weak ownership; Outcome Clear demonstration of how failures of national and local government, both in policy and in practice, promote social exclusion, slums and economic decline. eThekwini, South Africa. November 4-5, 2004
