INTRODUCTION The joint committee met in November 2016 re: performance of the SITA Network Services to DHA SITA promised to submit results of a Feasibility Study on the use of Satellite technology and investigate alternative ways to support the DHA network requirements Progress to date is that SITA and DHA have taken viable steps to source the Network Service Provider SITA SOC Ltd

HANIS Acquisition Project
The approach to the HANIS project was to ensure a informed specification of International trends to ensure alignment to International best practices and possible seamless integration with international systems, e.g. VFS Global, Advanced Passenger Information to name a few. HANIS Acquisition Project
Status Due to the classification of the data of HANIS, which classified as secret, a Request for Accreditation (RFA) process was followed first to accredit potential bidders. Process completed The Request for Proposal process is still in process and the status is as follow: Advertisement Completed Evaluation Completed Adjudication & Audit - In Process Recommendation to DHA - Outstanding Awarding by DHA Outstanding SITA SOC Ltd

VSAT Feasibility Report
16 DHA sites identified and 4 other government departments. Pre-site visits in preparation of VSAT installations successfully completed for all identified sites. VSAT installations completed for all 20 identified sites by 22 December 2016. Implementation testing conducted at DHA Randburg and DHA Mamelodi. Implementation testing showed slow network responses. VSAT Feasibility Report
The VSAT solution test results from both DHA Randburg and Mamelodi did not meet performance requirements for DHA Modernised Offices. Based on the test results, the observation is that the VSAT solution provided challenges due to its high latency. Another observation is that the more users are on the network the more latency is experienced when using this solution. SITA SOC Ltd

NOC Executive View The netcool map view provides a graphical overview of the DHA sites that are down in term of two processes: Calling Logging Process – displays the number of critical incidents, and tracks the status of the incidents as it goes through the SITA call logging system (ITSM). Escalation Process – presents escalation of incidents based on the age of the incident, from the time it is logged to escalation to a NOC Manager if it is down for longer than 2 hours. Note: Users can drill down into the incident to see more detail, such as the ITSM reference number, log date and time, and NOC personnel dealing with the incident. SITA SOC Ltd

The HP NNMi network topology map view displays all the sites and links in the network. It is a live view that utilizes specific colours to display the status of these nodes/links. Zooming into the view, we can see the actual site codes which a NOC technician uses to determine which site it is. SITA SOC Ltd

Ministers of DHA and DTPS met and agreed on a process to acquire the services of a network service provider for DHA Network This is modelled on the SARS model SITA SOC Ltd

NETWORK SERVICE PROVIDER
SITA has provided Department of Home Affairs with a proposal for single network service provider on the 7th May 2017 The department has accepted the proposal and provided SITA with an acceptance letter for the single network service provider received 26th May 2017 SITA has completed a business case with a BID specification for a tender process for the appointment of the single network service provider. In progress from 20 May 2017 to the 09 June 2017 The gazette process on the 15 June 2017 SITA will publish the tender 12 July 2017 SITA evaluation and Adjudication process on 10 August 2017 Award process will be concluded by 15 August 2017 Contracting process will be conclude on 27 August 2017 Operational Responsibility will commence 01 September 2017 SITA SOC Ltd

SLA METRICS During the engagement of September 2016, the portfolio committee raised several questions on the SLA agreements and alignment with 3rd party contractors. SITA has signed a Bronze Service Level Agreement with the DHA and performance levels are at 95%; SITA is getting a network service provider for DHA; SITA is also working with Huawei to research 3G and 4G back-up systems via Proof Of Concept; and Penalties are imposed per the contract.
