The student won’t receive Title IV aid for reasons other than a failure to complete verification. This includes being ineligible for the aid and withdrawing without receiving aid. The applicant is eligible to receive only unsubsidized student financial assistance. Applicant verified by another school. The student completed verification for the current award year at another school before transferring. The data must be the same as it was at the previous school, and you must get a letter from the school stating that it verified the student application and the school must provide the transaction number of the valid ISIR. Post enrollment. 8 Verification Tracking Groups Summary
The Department will use data-based statistical analysis to select for verification the FAFSA applicants with the highest statistical probability of error and the greatest impact of such error on award amounts. A Verification Tracking Flag will be set on the applicant’s Institutional Student Information Record (ISIR) to indicate placement into one of the Verification Tracking Groups. The FAFSA items that may require verification are the same as those for the award year. There are some changes to the acceptable documentation requirement for Kept Verification groups V1, V4, V5

20 Suggested Text The Department of Education will provide suggested text for each of the required verification items, which will be posted on the information for Financial Aid Professionals (IFAP) web site. The Department of Education does not require the school to use ED’s suggested text and formats-ONE EXCEPTION-institutions must use the exact language provided in the “Statement of Educational Purpose” (Groups V4 and V5). The “Notary’s Certificate of Acknowledgement” section, which may appear on the same document as the “Statement of Educational Purpose,” does not require the use of the exact language provided, although it must include a copy or description of the identification presented by the applicant to the notary.

The following Foreign Income items may be verified using a Tax Transcript: Foreign income must be included on the FAFSA, even if it cannot be taken out of the country in which it was earned Earned foreign income and taxes paid to a central foreign government are treated in the same manner as U.S. income and taxes paid A foreign tax return is considered equivalent to IRS Form 1040

24 V4/V5 Tracking Results Institution Must report the verification results of identity and high school completion status for any student for whom the school receive an ISIR with tracking flag V4 or V5, as selected by the CPS, and not your school, and the school requested verification documentation. Do NOT include students that the school selected for verification of identity or high school completion status. Do NOT include students for whom the institution did not request documentation (e.g., institution’s policy is not to request documentation for applicants who are not enrolled or who have not been accepted for enrollment). Schools should report no more than 60 days following the institution’s first request to the student to submit the required documentation through FAA Access to CPS Online website The school can enter the information manually or Load a Results File If there is a change in a result the school has already submitted, the school can submit the new code by using the above process. Institution should print and keep the confirmation page for records because the FAA Access website does not store a list of the verification results that were sent.

31 Verification and Professional Judgement
For applicants selected for verification by ED or school, school must complete verification before PJ adjustment can be made [HEA section 479A(a)]. Performing a PJ adjustment does not require the school to verify an applicant that is not selected for verification. Must mark ISIR as PJ. And ISIR with PJ coded correctly will not be subject to ED’s verification selection process.

Verification Updates Number in household and number in college: If not selected, the FAFSA cannot be updated for changes occurring after the original FAFSA application has been filed. If not selected, the institution are not required to monitor data element changes. The institution may select applicants if the institution believes data elements are inaccurate.

33 Verification Updates May require students to update dependency status, household size, or number in college if change results from change in student’s marital status. Must update household size if dependent student’s parent remarries after application, but before verification.

34 Tax Filers-Extensions
Person is required to file, but granted extension a extension by the IRS beyond the automatic six-month extension for the tax year should submit the following documentation: IRS Form 4868 “Application for Automatic Extension of Time to File U.S. Individual Income Tax Return” A copy of the IRS’s approval of an extension beyond the automatic six-month extension Confirmation of nonfiling from the IRS dated on or after October 1, 2017 W-2 for each source of employment income; and If self-employed, a signed statement certifying the amount of AGI and U.S. income tax paid When above documentation are reviewed, verification is considered complete (disbursements are valid) The Institution may request transcript/IRS DRT when taxes are filed; must then re-verify income information

35 Amended Tax Returns If the institution is aware that an amended tax return was filed, to complete verification, the applicant must submit: A transcript obtained from the IRS that lists 2016 tax account information of the tax filer(s) AND A signed copy of the IRS Form 1040X that was filed with the IRS

37 Identity Theft A tax filer who is unable to request an IRS Tax Return Transcript because of IRS identity theft, calls the IRS’s Identity Protection Specialized Unit (IPSU) at After IPSU authenticates the tax filer’s identity, the student can ask the IRS to mail a Tax Return Database View(TRDBV) transcript, which is an alternate paper transcript that will look different than a regular transcript but is official and can be used for verification. A statement signed and dated by the tax filer indicating that he or she was a victim of IRS tax-related identity theft and that the IRS has been made aware of the tax-related identity theft.
