District-Wide Well Maintenance, Rehabilitation, and Repair

EMWD’s Brackish Groundwater Wells
Overview The District currently operates 27 wells with an additional 23 planned to be constructed over the next ten years Staff regularly sound the wells to determine the well’s capacity to produce water Water samples are also taken regularly to monitor changes in water quality Due to the specialized equipment required to work on wells, the District contracts out all well maintenance to well maintenance contractors EMWD’s Brackish Groundwater Wells

Well Maintenance Activities
Maintenance activities vary depending upon the specific needs of a particular well and often include three or more of the following services: Pulling the well motor and pump Conducting a video log Mechanically brushing and bailing Chemical cleaning to remove scale and debris that cannot be dislodged by mechanical means Conducting a video log after mechanical and/or chemical cleaning Repairing the damaged well screens Rebuilding and/or replacing pump bowls, line shafts, and column pipe as necessary Re-installing the well pump and motor

Well Maintenance Contractors and Current Contracts
On July 6, 2016, the Board authorized five-year contracts with two well contractors; Layne Christensen Company and General Pump Company for well maintenance services. Subsequently, the Board authorized $1,150,000 in the Operating and Fixed Assets Budget (OFA) for District-Wide Well Rehabilitation and Repair over each of the next two Fiscal Years, and This funding provides for major well maintenance and repair services of varying degrees on multiple wells over the next two years. The cost for each well will vary depending on the scope of work determined upon removal of the pump and review of the video log.

Recommendation Staff requests that the Board approve and authorize the following: Services, materials, and contracts for the District-wide Well Maintenance, Rehabilitation, and Repair Program for Fiscal Years and in the total not-to-exceed amount of $2,300,000. The General Manager to enter into contracts for major well maintenance, rehabilitation, and repair services of varying degrees on multiple wells subject to a maximum cost not-to-exceed $150,000 for a single well.
