Fall Block PBA Test Administration Flowchart
Go to: Main Menu Script: The PARCC assessments includes two separate test administration windows: the Performance-Based Assessment (PBA) and the End-of-Year assessment (EOY), both of which will be administered in computer-based and paper-based format. The student must participate in both PBA and EOY to be tested on the full range of applicable standards. Each test administration is comprised of multiple units, and, with certain mathematics units, there are separate sections. This figure shows the different components of the PBA Administration. Notice how the PBA administration branches out into two sessions: English language arts/literacy and mathematics. ELA/Literacy includes three units that focus on writing effectively when analyzing text. These units must be scheduled in the following order: Literary Analysis, Research Simulation, and Narrative Writing. Math includes two units that focus on applying skills and concepts and understanding multi-step problems that require abstract reasoning, precision, perseverance, and strategic use of tools. These units must be scheduled in the following order: unit 1 then unit 2, unit 1 of the test includes two sections, the first taken without the use of a calculator and the second with the use of a calculator. Refer to the tables in the Test Coordinator or Test Administrator Manuals for unit testing times. Note: This diagram illustrates the fall block where the PBA assessment is needed to generate a student score.

Fall Block EOY Test Administration Flowchart
Go to: Main Menu Script: For the EOY administration, students will demonstrate their acquired skills and knowledge by answering selected-response questions. The EOY administration branches out into two sessions: English language arts/literacy (ELA/L) and mathematics. ELA/L for EOY includes two units for high school that must be scheduled in the following order: unit 1, and then unit 2. EOY Math has the same flow as the PBA administration. It includes two units and must be scheduled in the following order: unit 1, and then unit 2, unit 1 of the test includes two sections, the first taken without the use of a calculator and the second with the use of a calculator. Guidelines for Administration Time
Go to: Main Menu Guidelines for Administration Time Task Time to be Allotted for an Administration Preparing for testing (includes reading instructions to students and answering questions) 10 minutes Distributing test material 5 minutes Unit testing time 60-90 minutes* Completing end-of-unit activities, including closing units and collecting test materials. 5–15 minutes Script: PARCC assessments are timed tests, and no additional time may be permitted (with the exception of an extended time accommodation). The administration time includes: preparing for testing, distributing test materials, unit testing time, and completing end-of-unit activities. Unit testing time is the amount of time allowable for any student who needs it and the amount of time that must be provided to complete the unit. Use the Unit Testing Time Table found in the PARCC Test Coordinator Manual, located on Avocet at to find specific times for each unit. *Depending on unit and subject—refer to Unit Testing Time Table in the Test Coordinator Manual for each unit time.

Guidelines for Administration Time
Go to: Main Menu Guidelines for Administration Time (continued) Provide all students with the entire amount of unit time. Once the unit testing time has elapsed, the unit must end. A student may be allowed an extended time accommodation only if listed in his or her IEP, 504 plan, or EL plan. Refer to the TCM for state-specific procedures for students to follow after a student’s test has been submitted. Script: Schools must provide all students with the entire amount of unit testing time and must schedule accordingly. A new unit cannot be started until all students in the session are finished or until unit testing time has elapsed. If all students have completed testing before the end of the unit testing time, the unit may end. Once the unit testing time has been reached, the unit must end, except for students with extended time accommodations. An extended time accommodation is allowed only if it is listed on the student’s IEP, 504 plan, or EL plan. Since a new unit cannot be started until all students in a session are finished or until unit testing time has expired, it is recommended to test students with an extended time accommodations separately. Refer to Appendix C of the Test Coordinator Manual for your state’s policy regarding what students may do if they complete a unit prior to the end of the unit testing time.

Make-Up Testing Make-Up Testing
Go to: Main Menu Make-Up Testing Students who are absent, become ill, or who can no longer test because of classroom, school, or technical interruptions during original units should participate in make-up testing. Test security and administration protocols apply. School Test Coordinators will establish the make-up testing schedules for their schools. Units may be taken out-of-order for make-up testing only. Script: Students who are not tested on the regular administration date should participate in make-up testing. This includes students who are absent or become ill during original units and students who are affected by classroom, school, or technical interruptions. Students may be allowed to complete that test on a different day. Make sure Test Administrators understand the procedures for make-up testing. The same test security and administration protocol apply to make-up testing as a regular administration. Tests should be resumed at the exact point where the student exited. Pages of the test booklets must be covered and closely monitored to ensure students do not return to questions they have already answered. It is the responsibility of the School Test Coordinator to inform the Test Administrator of the make-up testing schedule. For make-up testing only, a student may skip a unit to be able to test with his/her testing group. The student will then make up missed units. Refer to the PARCC Test Coordinator Manual, located on Avocet at for information about make-up testing. Note: all units must be scheduled in sequential order.

Guidelines for Breaks Breaks
Go to: Main Menu Breaks Between units, scheduled breaks should occur. During a unit, short “stand-and-stretch” breaks may be permitted at the discretion of the Test Administrator. Example EOY (ELA/L Administration): 8:00 a.m. – 10:00 a.m. Unit 1 10:00 a.m. – 10:15 a.m. Scheduled Break 10:15 a.m. – 12:15 p.m. Unit 2 Script: Students must be supervised at all times during breaks, including breaks between units. It is the School Test Coordinator’s responsibility to establish the testing schedule, including scheduled breaks between units. Between units, scheduled breaks should occur. During these scheduled breaks, students are permitted to go to the restroom, get up to stretch, and get a drink. During a unit, a classroom may take one “stand-and-stretch” break of up to three minutes at the discretion of the Test Administrator. Unit time may be adjusted by no more than three minutes. As a reminder, during these breaks students need to close their test booklets, they should not talk, use electronic devices such as cell phones, play games, continue to interact with the test, or engage in activities that may violate the validity of the test.

Managing PearsonAccessnext
Go to: Main Menu Test Administrations, Schedule, and Testing Times PearsonAccessnext, Organization Imports, User Accounts, and Student Registration/Personal Needs Profile (SR/PNP) Generating an Initial Order of Materials Management of Materials Ordering Additional Materials Tasks to Complete Before, During, and After Testing Resources Support Script: PARCC paper-based tests will require set-up work in PearsonAccessnext, the online portal to manage your organizations, user accounts, Student Registration/Personal Needs Profile (SR/PNP), and importing and exporting system files. If your state is using PearsonAccess for other tests, we want you to know that the PearsonAccessnext system has new functionalities, and we recommend that you and your team review them. This section will review paper-based testing tasks to be completed by LEA and School Test Coordinators in the PearsonAccessnext website, including: setting up organizations, user accounts, organization participation information, and SR/PNP. Further details on how to perform these tasks within the PearsonAccessnext system can be found on the PearsonAccessnext Training Module. This module is separated into several task specific modules. They are located at

PearsonAccessnext: State Responsibilities
Go to: Main Menu Steps Your State Will Perform to Prepare for PARCC Computer-Based Tests: Import Organization Files. Create the initial User Files for LEA/district and School User Accounts – Must be completed before import of Student Registration/Personal Needs Profile (SR/PNP) . Import Organization Participation Files. Script: Some set-up work in PearsonAccessnext will be completed by your state, but it is important for you to understand this context since some steps are dependent on others and must be implemented in order. For example, your state performs activities such as creating your organization and flagging it as “participating” for each test administration. This participation status is necessary in order to import Student Registration/Personal Needs Profile (SR/PNP) information. Your state representative's first step in PearsonAccessnext is to import an Organization File for your state. A state Organization File indicates organization details like organization name and shipping address for materials. Once a state organization structure is created, the system allows creation of user accounts in PearsonAccessnext, importing organization participation files, and addition of SR/PNP information. The next step your state will perform, if not already completed, is to add initial users into the system. This should be completed before importing the SR/PNP information. LEA/district and school personnel must obtain user account information in order to perform any tasks in the PearsonAccessnext System. These tasks include creating other user accounts and adding SR/PNP information. PARCC will first load state users information, then state users will, in turn, import LEA/district user accounts, and LEA/district users will create other LEA/district or school accounts. The final step your state will perform is to import the Organization Participation File. This file is not to be confused with the Organization File where each organization’s profile information is imported into the system. This file is used to indicate each organization participation status (“Yes” or “No”) for the PBA or EOY test administrations. It will also identify school enrollment counts. Once your organization’s participation status is set to “Yes” for each of the appropriate test administrations, Test Coordinators can then import the SR/PNP Files. Look to Avocet for a document of important dates to upload this data for each test administration. Organization Participation
PearsonAccessnext: LEA and School Responsibilities Go to: Main Menu Steps Your State, LEA, and School Test Coordinators Will Complete to Prepare for PARCC Computer-Based Tests:* The LEA and School Test Coordinator must import the Student Registration/Personal Needs Profile (SR/PNP) File for each test administrations. Create additional users accounts for LEA/district/school staff. Script: Next, we will review steps State, LEA, or School Test Coordinators will perform to complete the PearsonAccessnext setup process. The Student Registration/Personal Needs Profile (SR/PNP) Import process is the main function LEA and School Test Coordinators will perform in the PearsonAccessnext system. This file refers to student demographic data that details student profile, accessibility features and accommodations and test administration considerations for individual students. This file is dependent on the participation status in the Organization Participation File (must be set to “Yes”) and must be imported into the system by a certain date. Look to Avocet for a document on important dates for each test administration. The State, LEA, or School Test Coordinators must register students in order to receive the initial order of materials that includes test manuals and accommodated materials. If you miss the import deadline to generate an initial order, you still need to import SR/PNP data, but must also order additional materials. We will review this process of ordering additional materials later in the training module under Order Additional Materials. LEA and School level staff who have user accounts in the PearsonAccessnext system may create new user accounts. These accounts can be created for staff who will assist with the PARCC assessments for computer-based testing. These roles can include the Technology Coordinator or Test Administrator. If you wish to view detailed steps for these tasks, go to the PearsonAccessnext Training Module. This module has split into several topic related modules that will further support Test Coordinators in creating and managing staff accounts, communicating securely with the PARCC Customer Support team, and importing SR/PNP information via the PearsonAccessnext importing/exporting process or manually through the PearsonAccessnext User Interface. You may find these modules at *Please note that the SR/PNP process varies across states, and in some states your state education agency staff will complete the SR/PNP Import process for you. Generating an Initial Order of Materials

Initial Materials Order
Go to: Main Menu How Is an Initial Order Generated: Import your SR/PNP File to receive your initial order of materials.* Review the PearsonAccessnext Training Module at on steps to import a File in PearsonAccessnext. Participation must be set to “Yes” for PBA and EOY. Script: The initial order shipment is not created by “ordering” materials. It is generated by importing your organization’s SR/PNP File in PearsonAccessnext for each test administration. A SR/PNP File indicates individual student profile information. The system will then calculate the enrollment counts for your organization and perform a check on materials needed for students with accommodations. Check your state specific policy in the PARCC Test Coordinator Manual, located on Avocet at for the responsible staff who will complete the SR/PNP Import process. To import your SR/PNP file, first check the Manage Participation page on PearsonAccessnext to see if participation for your organization is set to “Yes." Go to the PearsonAccessnext Managing Organizations & Enrollment Training Module, located at to review these steps to see if participation for your organization is set to “Yes." Once you have confirmed that your participation status is set to “yes,” you will need to import your SR/PNP File for students who are participating in the PBA or EOY administrations. Be sure to only submit students who are participating in these administrations so that you do not receive a surplus of materials. Students must be registered for a test by the registration deadlines to receive student ID labels and test materials. * Check your state policy in the PARCC Test Coordinator Manual for the person responsible for completing the SR/PNP Import process.

Missed Initial Order Submission
Go to: Main Menu Late SR/PNP Submissions for Fall Assessments: If you missed the deadline for the initial administration orders, follow these steps: Import a SR/PNP Import File for students not yet registered.* Submit an order for additional test materials in PearsonAccessnext for each participating school. Script: If your SR/PNP File is not imported by the initial administration deadline for PBA and EOY, an initial order for test materials will not be generated, and you will need to import a SR/PNP File and submit an additional order. SR/PNP must be imported into PearsonAccessnext for students not yet registered for a test administration. This information will allow students’ test results to be processed and reported to the correct organization. Check your state policy in the PARCC Test Coordinator Manual for the person responsible to complete the SR/PNP Import process. Test Coordinators must also order additional test materials, including paper-based accommodations, for each participating school via the Orders & Shipment Tracking page in PearsonAccessnext. Details regarding the process for completing an additional order will be provided later in this presentation. As a reminder to decrease an unexpected surplus of materials, do not submit an additional order if you are expecting an initial order of materials. You will want to first receive the initial order and identify if additional materials are needed. You will then place an order for additional materials at that time. * Check your state policy in the PARCC Test Coordinator Manual for the person responsible for completing the SR/PNP Import process.

Management of Materials

Information regarding your state’s shipping and distribution policy can be located under Receive, Document, and Store Materials in the PARCC Test Coordinator Manual, located on Avocet at Remember that all materials are secure and must be handled in accordance with security protocols and policies.

Receiving Test Materials
Go to: Main Menu Initial materials will be received 2 week prior to your LEA/district start date. Materials are packaged by school and shipped to the address for your organization indicated in PearsonAccessnext. Quantities, which include 5% overage per school, are derived from the information provided in the SR/PNP File. Script: PBA and EOY initial shipments of secure test materials, including accommodated materials, will be delivered 2 weeks prior to your LEA/district assessment window start date. Test materials will be packaged by school and shipped to the address listed in PearsonAccessnext. Please refer to your state policy to determine if materials are shipped to LEAs or schools. Quantities for test materials are based on the information provided in the SR/PNP File. This includes student enrollment numbers, and applicable accommodated test materials. Quantities will include a 5% overage of test materials per school.

For example, the test coordinator kit will contain the student ID labels and roster. Note that test booklets will be shrink-wrapped in packages of 5. The large print kit will include two test booklets, one in large print for the student and one in standard print for transcription purposes. The read-aloud kit will include two test booklets, one for use by the student and one for use by the Test Administrator administering the read-aloud accommodation. Shrink-wrapped packages may be opened between two to five school days prior to the day of testing, depending on your state's policy available in Appendix C of the Test Coordinator Manual. Test Administrators serving as a Human Reader in English or Spanish, or Human Signer for the mathematics accessibility feature or the ELA/L accommodation for students with disabilities must be given two full school days to review the items in conjunction with the read-aloud protocol and the audio guidelines, to ensure consistency of oral and/or signed presentation. Contact your state assessment office if you have any questions. These materials are not to be distributed to the Test Administrator until the day of testing.

Chain-of-Custody Forms
Go to: Main Menu LEA/District Chain-of-Custody Form for Initial Shipment of Materials Form indicates: A full list of materials within the LEA/district Form and security numbers Quantity sent Delivery information for each secure test material LTC and STC Sign-off for quantity received School Chain-of-Custody Form indicates: Security numbers for each secure test material Student and Test Administrator assignment Date and time for checked-out and checked-in of materials LEA/District Chain-of-Custody Form for LEA/district overage of materials indicates: Security numbers for each overage material Date and signature lines for the LTC and STC Script: Chain-of-custody forms were created to account for movement of secure test materials throughout the PBA and EOY administrations. LEAs and schools will use these forms during different phases of the testing process: Receive and inventory shipment of secure test materials; Student assignment of materials; Accounting for assignment of overage materials; Check-out materials before a unit begins; Check-in after a unit is completed; and End of testing sign-off for the Test Administrator and Test Coordinator. LEA and schools should keep these forms on file and should not be returned to Pearson after the PARCC administration.

Documenting and Storing Test Materials
Go to: Main Menu Upon Receipt of Test Materials, Test Coordinators should: Remove the Packing List, Chain-of-Custody Form, and Test Coordinator Kit from Box 1. Inventory materials immediately to verify that there is an adequate number for administration. NOTE: Count through the shrink wrap only. Do not open shrink-wrapped packages until two school days before testing, and do not distribute materials before the first day of testing. Order additional material, if necessary. Keep all test materials in a centrally locked storage area, with limited access, until distributing them to the Test Administrators. Remind Test Administrators that all test materials must be distributed only on test administration day and must be returned to secure storage immediately after testing. Script: When you receive your shipment of materials, you should make sure to: Remove the Packing List, Chain-of-Custody Form, and the resealable package labeled “Test Coordinator Kit” from Box 1. Use the Packing List and LEA/District Chain-of-Custody for Initial Shipment of Materials Form to verify you have an adequate number of materials for your students and staff. This includes Test Administrator Manuals and test booklets. While counting your materials, we have supplied 1 Test Administrator Manual for every 25 students registered in PearsonAccessnext and each school will receive a 5% overage in test materials. Shrink-wrapped packages may be opened between two to five school days prior to the day of testing, depending on your state's policy available in Appendix C of the Test Coordinator Manual. Submit an additional order through PearsonAccessnext to replace any missing or damaged test materials. Keep in mind that schools will receive a 5% overage that should be used to help cover any damaged or missing material. Check that test materials are secure and keep them in a centrally locked storage area, with limited access, until distributing them to Test Administrators each testing day. Remind Test Administrators that all test materials are secure and that all test material distribution and collection must be documented daily using the School Chain-of-Custody Form or other tracking log and must be returned to secure storage immediately after each day of testing.

Documenting and Storing Test Materials
Go to: Main Menu Keep all boxes in which the test materials were delivered, and use them to return scorable and nonscorable materials after testing is completed. Report the following occurrences immediately to Pearson using the Form to Report Contaminated, Damaged, or Missing Materials (see the Test Coordinator Manual): Non-receipt of any packages listed on the School Packing List Discovery of a damaged test material Discovery of missing or duplicate sequence numbers on any test booklets Script: Pearson has designed shipment boxes to withstand multiple shipments. Test Coordinators should keep all boxes in which the test materials were delivered, and then use them to return materials when testing is complete. If these boxes are damaged in the original shipment, use sturdy replacement boxes or submit an additional order through PearsonAccessnext. Please use the Form to Report Contaminated, Damaged, or Missing Materials, found in the PARCC Test Coordinator Manual, to report any of the following occurrences: You did not receive one or more packages of test booklets listed on the School Packing List You discover a damaged test booklet You discover sequence numbers are missing or duplicated on the test booklets. Prior to opening the shrink wrap, Test Coordinators can view through the wrap the top and bottom barcodes to ensure they follow a logical sequence. After the shrink wrap is removed, each material can be reviewed.

Ordering Additional Materials

Steps to Order Additional Materials
Go to: Main Menu Orders Can Be Submitted by Users with the Following Roles:* LEA Test Coordinator Non-School/Institution Test Coordinator School/Institution Test Coordinator *Note that an “add-on role” must be added for the user account to import files. An additional materials order is a three-step process on the Orders & Shipments page of PearsonAccessnext: Verify the shipping information. Enter a quantity. Review and complete the ordering process. Refer to the PearsonAccessnext Training Module found at Script: Additional orders can be submitted by users who have the appropriate Role and Add-on Role assigned to their PearsonAccessnext account. See the User Role Matrix document for more information found on the Support page of PearsonAccessnext. Ordering additional materials occurs when you submit an order through the Orders & Shipment Tracking page found on PearsonAccessnext. This page can also be used to track orders placed by your organization. This presentation will provide a high level three-step process for ordering additional materials through PearsonAccessnext. First, you will need to verify the shipping information is correct for your organization on the Create/Edit Orders page of PearsonAccessnext. Go to: Main Menu Two months before testing: Register students in PearsonAccessnext and resolve critical warnings/alerts. Establish a testing schedule. Script: For a successful test administration, the Test Coordinators must prepare themselves, Technology Coordinators, Test Administrators, students, the test environment, and all test materials prior to the day of testing. Two months prior to the test administration: Ensure SR/PNP information has been entered into the PearsonAccessnext system for every student. This action will produce the number for the initial quantities of materials to be distributed to each school. It is recommended to register students, update data, and resolve critical warnings two months prior to the test administration. When adding students to PearsonAccessnext through the SR/PNP Import process or through the user interface, critical warnings will appear in PearsonAccessnext if key demographic information is missing. PearsonAccessnext allows for students to be added without these fields populated to ensure students are able to test with the expectation that the missing information will be populated before the resolution end date. Critical warnings are a reminder to populate these fields. The Critical Warnings and Alerts PearsonAccessnext Training Module will show steps on how to complete these tasks. This module is located at Test Coordinators should watch the SR/PNP Import Training Module and carefully review the SR/PNP File Field Definitions document in order to fill in the correct values within the SR/PNP File Layout. Go to: Main Menu Two months before testing: Develop a security plan.* Develop a logistics plan. Develop a training plan. Script: Two months prior to testing: Maintain test security. This is one of the most important responsibilities for School Test Coordinators. To ensure that PARCC procedures for protecting secure test materials are followed, develop a security plan for your school. Review your school’s security plan with your LEA Test Coordinator, if applicable. All Test Coordinators must follow state requirements for the security plan. A successful security plan will: Ensure staff with access to secure test materials review the PARCC security agreement and sign a copy, if required by your state (refer to Appendix C for your state's policy). Designate a central locked storage area, with limited access, for securing test materials. Establish who is responsible for shredding and recycling test materials (e.g. scratch paper written on by students) after the administration. Establish and document a chain-of-custody plan which ensures all test materials are accounted for at all times before, during, and after test administration. Failure to develop, implement, and follow a chain-of-custody plan could result in test invalidations or other actions per state policy. You may use all of the Chain-of-Custody Forms as an example or create your own equivalent log to track secure materials. Schools must maintain the log of secure test materials for at least three years. Ensure a successful and secure administration of the PARCC assessments by thoroughly planning and coordinating the following logistic activities: Schedule test administration units, locations, and assign students. Prepare a record of Test Administrators and their students for each session. Plan for the distribution and collection of testing materials. Work with Test Administrators to schedule tutorials and practice tests for their assigned students prior to the PARCC assessment. If applicable, establish school policy for dismissing students and/or, for example, allowing them to read a recreational book after completing individual tests and communicate this information to students. Refer to Appendix C of the Test Coordinator Manual for your state’s policy. School Test Coordinators are responsible for developing a training plan for all Test Administrators and Proctors on the following topics: Testing schedule; PARCC test security protocols; Chain-of-custody documentation plan; Expectation of active proctoring and communicating with students; Administering accessibility features and accommodations, including how to incorporate this information into their daily instruction; Make-up testing procedures; and Available resources, including manuals and training modules. * Computer-Based Chain-of-Custody Form is located on the Support page of PearsonAccessnext

Script: One month prior to testing: If administering accommodation(s), understand which provided accessibility features and accommodations (identified in advance) must be documented ahead of the test administration. Ahead of time, review each student’s IEP plan, 504 plan, (or EL plan, if required by your state) and prepare a list showing each student and his or her specific accessibility features or accommodation(s). Indicate whether a specific test setting or Test Administrator will be required. The SR/PNP in PearsonAccessnext should indicate this information. Train all Test Administrators who will provide accommodations, including additional Test Administrators. Confirm materials needed to support paper-based accommodated tests have been ordered through Orders & Shipment Tracking in PearsonAccessnext. Develop a plan to provide students with an opportunity to become familiar with the PARCC assessments using the PARCC practice resources, available online at: LEAs and schools may set their own schedules, but the sample items and tutorials should be administered on a separate day before the PARCC assessments is administered. Schools should also strongly encourage teachers to familiarize students with the scoring rubrics prior to administration to help them understand the criteria by which their responses to prompts on ELA/Literacy assessments will be scored.

They will: Distribute test materials each day of testing. School Test Coordinators must distribute test materials from secure storage to the Test Administrators and document this movement on the School Chain-of-Custody Form or other tracking log. Ensure that Test Administrators are actively monitoring students during testing and that test security protocols are being followed. Ensure that Test Administrators provide students with their approved testing accommodations and pre-identified accessibility features. You can find this information in the student’s SR/PNP record on PearsonAccessnext. This information specifies specific testing conditions, materials, or accessibility features and accommodations needed for testing. Identify students who need to be scheduled for make-up testing because they were absent from a regular administration, and schedule make-up testing to occur. Be available to Test Administrators and Proctors to answer all questions during the test administration. Document any instances of testing irregularities and breaches, on the Form to Report a Testing Irregularity or Security Breach and report them to your LEA and/or State Education Agency. We’ll talk more about security breaches on the next slide. Follow protocols for Contaminated or Damaged Materials and Safety Threats and Severe Weather. Additional information can be found in the Test Coordinator Manual. Collect paper test material(s) and test tools from the Test Administrators immediately after each unit in each grade/subject and document those materials on the School Chain-of-Custody Form.

During Testing: Security Breaches
Go to: Main Menu Monitoring and Reporting Testing Irregularities and Security Breaches All instances of testing irregularities and security breaches must be reported to the School Test Coordinator, and subsequently, the LEA Test Coordinator or PARCC State Contact, depending on your state policy. Check your state policy in the PARCC Test Coordinator Manual for state-specific requirements for reporting a Security Breach. Script: PARCC assessments are a secure testing event, and any testing irregularities or security breaches must be immediately documented. The Form to Report a Testing Irregularity or Security Breach available in the appendix section of the Test Coordinator Manual located at or another form designed by your state, must be completed and submitted within two school days of the incident, unless otherwise directed by your LEA Test Coordinator or PARCC State Contact. You should also know that when state department of education offices hears allegations of improprieties, the state’s designee may contact the LEA or School Test Coordinator to investigate it and report back. Any action that compromises test security or score validity may be classified as a test irregularity and security breach. The following are examples of test irregularities and security breaches; see the Test Coordinator Manual for more examples. use of prohibited electronic devices, (e.g., cellphone, smartphone, iPod®, smart watch) coaching students during testing, and copying or reproducing, including taking pictures of, any part of the passages, test items, secure test materials, or online test forms.

During Testing: Contaminated & Damaged Materials
Go to: Main Menu Contaminated or damaged test materials must be replaced. After testing, the Test Coordinator must: Place student ID label on replacement document. Record security barcode number of the damaged and new documents. If possible, transcribe responses from contaminated test material into the replacement. If not, the student must be given a retake opportunity. Destroy contaminated material according to local biohazards protocols. Compile a list of contaminated/damaged test booklets, maintain the list, and notify your state. Script: Paper test materials can become contaminated or damaged if, for example, a student becomes ill or gets a paper cut, or if a test booklet is torn. Contaminated or damaged test materials can no longer be used and must be replaced. After the Test Administrator has replaced the student’s test materials and testing is complete, the Test Coordinator must: One, place a student ID label on the replacement document prior to returning it for scoring. If the student ID label has become contaminated, hand grid the cover sheet with the student information. Two, record the security barcode number of the damaged document on the Form to Report Contaminated, Damaged, or Missing Materials available in the appendix section of the Test Coordinator Manual and record the security barcode number of the new document on the School Chain-of-Custody Form. Three, determine if the completed responses can be transcribed. If possible, the student responses in a contaminated test booklet should be transcribed into a replacement test booklet by qualified staff. Please see the guidelines for transcribing student responses found in the Test Coordinator Manual. If not possible, then the student must be given the opportunity to retake those units during make-up testing using a replacement test booklet. Return the replacement test booklet to Pearson along with the rest of the scorable materials. Four, securely destroy the contaminated test booklet according to local biohazard protocol, and Five, compile a list of contaminated and damaged test booklets, maintain the list on file for the length of time specified by your state, and notify the state according to your state policy.

During Testing: Safety Threats and Severe Weather
Go to: Main Menu Create a Plan and Train Staff for Safety Threats and Severe Weather Test Administrators and Proctors must: Note the time of the disruption. Secure test materials as specified in your School Security Plan Prepare students for the continuation of the unit and resume students’ tests. Document the situation in writing. Script: In the event that there is a building evacuation, lockdown, or school closure during testing, Test Administrators and Proctors should be trained on what to do. If the lockdown of the school or district building causes testing to be delayed, altered, or cancelled, Test Administrators and Proctors must: Note the time of the disruption so that the remaining time for the unit can be calculated. Secure test materials as specified in your School Security Plan. Upon returning to the testing room, prepare students for the continuation of the unit, inform students of the remaining time, and write the updated unit start and stop times on the board. Test Coordinators should document the situation in writing, including names of students affected and action steps taken. Refer to your state’s policy in the Test Coordinator Manual for reporting situations like these. * Check your state policy in the PARCC Test Coordinator Manual for state-specific procedures for reporting Safety Threats and Severe Weather.

Identify and mark specific test materials as “Do Not Score.” Securely destroy used scratch paper and mathematics reference sheets. Recycle unused, non-secure test material (after EOY). Complete a Post-Test Certification Form. Keep records according to your state’s policy. Within the final week of testing: Resolve critical warning/alerts in PearsonAccessnext. Script: One week after the final test unit, School Test Coordinators must: Prepare scorable and nonscorable materials for packing. In the next few slides of this presentation, we will talk in detail about how to prepare your materials for packing and arrange for pick-up. Identify large print test booklets where the student responses have been transcribed into a corresponding test booklet and also test booklets that are damaged and unused. Mark the damaged or unused test booklets with “Do Not Score” or an “X” in large font on the Student demographic page. Do not write over the barcode. Return these materials with the nonscorable materials. Work with the LEA Test Coordinator to ensure scratch paper and mathematics reference sheets written on by students during testing are destroyed immediately after all testing is complete and documented on the School Chain-of-Custody Form or other tracking log. After the EOY administration, recycle Test Administrator Manuals and unused scratch paper. Once recycling is complete, it must be documented on the School Chain-of-Custody Form or other tracking log. Complete the Post-Test Certification Form, once materials have been shipped and materials securely shredded or recycled. This will also require the Principal’s signature. This form certifies that all materials have been tracked using Chain-of-Custody Forms or other tracking log and were accounted for from receipt to packing and shipping. The following records must be maintained by your school for as long as noted by your state’s policy in Appendix C of the Test Coordinator Manual: copies of all signed security agreements; chain-of-custody documentation; if not already included in chain-of-custody documentation, test group/classroom roster records noting who administered each unit (both Test Administrator and Proctor(s) and names of students assigned to that group; if applicable, copies of any Forms to Report a Testing Irregularity or Security Breach, Missing Materials; and if applicable, a copy of your signed Post-Test Certification Form. Finally, resolve critical warnings/alerts in PearsonAccessnext. Critical warnings will appear in PearsonAccessnext if key demographic information is missing from a student’s profile. These must be resolved after the PARCC administration.

After Testing: Packing Materials

Used Test Booklet Return School Header completed for each grade level and subject. Scorable and nonscorable materials are packed in the boxes in which they were delivered. Boxes are not overfilled. One return shipping label is placed on the top of each box. The sequence of boxes is indicated on each return shipping label. Script: It is the Test Coordinator’s responsibility to ensure that all secure and non-secure materials have been returned to Pearson. When preparing materials for packing, Test Coordinators should read Pearson’s Return Instruction Sheet and Shipping Carrier Return Instructions. In general: Ensure scorable test booklets have either a student ID label or hand gridded information. This label is applied to the lower left corner, Box H, of the front page of the test booklet. If there is no student ID label available, all information on the student demographic data grid must be completed using a wooden No. 2 pencil. Confirm a Used Test Booklet Return School Header has been completed for each grade level and subject, and that materials for each grade level and subject have been banded separately. For example, used test booklets for Algebra II are banded together, and used Geometry test booklets are banded together. If your stack of materials is too large, you may use more than one paper band per grade level and document type, if necessary. As previously noted, all materials should be returned to Pearson using the boxes in which they were delivered. If these boxes were damaged in the original shipment, use sturdy boxes or contact your LEA Test Coordinator to place an additional order. Scorable and nonscorable materials must be boxed separately. Do not include any nonscorable materials in the scorable box(es), and vice versa. Do not overfill a box. To avoid damage caused by shifting during shipment, add crumpled paper to fill in the spaces. Locate the resealable package labeled “Test Coordinator Kit.” This package will contain your scorable and nonscorable return shipping labels. Place one applicable return shipping label on the top of each box. Count the total number of scorable boxes and the number of nonscorable boxes. Do not combine your scorable box count with your nonscorable box count. Indicate the sequence of boxes being returned for each school on the return shipping label (for example, Box 1 of 3, Box 2 of 3, and Box 3 of 3).

Do not combine a second school’s test materials in the same box, because only one school bar code will be scanned on each box upon arrival. The school bar code that is not scanned will be placed on an alert for non-receipt of materials. Once all materials are in boxes, seal the boxes securely with packing tape. You will need to remove any previous labels and cover any previous markings before applying the shipping label. Make sure you do not mix scorable and nonscorable materials within the same box.

Go to: Main Menu Arrange for Pickup Contact UPS at to schedule pickup: Pickups must be scheduled at least 24 hours in advance and no later than one week after the completion of testing. Check to see if you qualify for freight shipment. UPS customer service is available 24/7. Tell UPS you are calling about a pickup request for Pearson and will be using their “Return Service.” Once pickup is confirmed, you will get a confirmation number from UPS that can be referenced if questions or changes arise. Script: Arranging for pickup of return materials may differ in some states. Follow your state policy for identifying authorized personnel to return materials. Once your state has identified the appropriate staff for returning materials, and your materials are ready, refer to the Shipping Carrier Return Instructions included in the Test Coordinator Kit for instructions on return shipping. When contacting UPS to schedule a pickup, please remember the following: First and foremost, you must contact UPS at least 24 hours in advance of your requested pickup time, and within one week of the completion of testing. Freight is determined by our Transportation Team by order weight. Any order over 750 pounds will be sent freight. All others will be shipped UPS Ground. If you qualify for freight shipment, details will be in your Test Coordinator Kit. UPS customer service is available 24/7. Tell the UPS agent that you are requesting pickup for Pearson and will be using Pearson’s “Return Service.” You will need to be ready to provide the following information: The physical location from where packages will be picked up The estimated total number of boxes to be picked up A tracking number from any one of your UPS return labels Once your pickup is confirmed, UPS will provide a confirmation number that you may reference if any questions or changes arise.
