5. Evaluation of outcome
Modules must be validated prior to being offered.
After trainings, a committee should be formed to evaluate outcomes. Training alone is inadequate if outcomes are not evaluated.

6. Regional Priorities
Local industry must be reached in each training region; they are the most relevant stakeholder, and outreach must focus on the benefit to them of the training.
Local priorities are crucial, but quality issues are universal; quality trainings should be addressed first.
