3 Why monitor the traffic ?
To rescue life at sea To protect the environment Reduce the material damage Security To reduce the number of accidents Reduce crime

4 Also To protect the freedom of the sea
Increase the efficiency for all parts Reduce the workload

S-AIS National Level MS1 AIS MS2 AIS MS3 AIS MS4 AIS MS5 AIS 14 Regional Level Baltic Region North Sea Region Mediterranean Region North Atlantic Region Here we can see an example of the system concept linking the national systems in regional networks such as in the examples of the Baltic and North Sea. Data is collected at national data distribution centres (servers), usually all of the data at or near the full rate. Only a sample of the AIS messages are forwarded to the regional data at a sampled rate and only part of the message (depending upon MS requirements and including at a minimum, the position coordinates, identity and time stamp). The sampling rate in the Baltic is for example, once every 6 minutes. Poor data is filtered out, duplicates are also removed. In formation is relayed in ‘Real time’ “Real time” exchange should be understood in the context of data delivered end-to-end, non-stop, one vessel report after another. The data originated by the on board AIS, is picked up by the MS shore based AIS network and is relayed to the regional or EU network, at a sampled rate, without any delay. This does not mean that all messages received by the national centre are relayed to the regional or EU server. EU Level EU AIS 14

15 System overview The AIS regional server intends to:
Collect AIS data in real time Distribute data to all participating countries Store AIS data at a regional level Visualize traffic image on adequate cartography as in other regions

21 BLAST Work Package 5: Maritime Traffic Monitoring
Objectives: Design and develop a regional maritime traffic monitoring platform beneficial for all Member States in the North Sea region. Harmonise maritime traffic information formats in the North Sea region and add new formats where needed. Harmonise regional maritime traffic information flow with SafeSeaNet and propose new functionality. Develop a network and server platform for development and demonstration.
