2. Title I, the Elementary and Secondary Education Act, provides supplemental funds to school districts to assist schools with the highest student concentrations of poverty to meet the school educational goals.
What is Title I? Title I is the largest funded educational program in the United States of America.

How do schools qualify to receive Title I Funds?
Schools qualify by demonstrating that K-12 membership has a sufficiently high percentage of economically disadvantaged students. Title I regulations require school districts to provide services to all schools where at least 75% of the students qualify for free and reduced price meals.

5. Over 60% of Surry County Schools students live in poverty.
Why are Title I funds allocated to high poverty schools?
The purpose of Title I is to ensure that all children have a fair, equal and significant opportunity to obtain a high quality education and reach high academic achievement.
School wide Title I schools should be at least 40% or more poverty to qualify for funding.
The average poverty percentage for the Surry County School District is over 60%.
Over 60% of Surry County Schools students live in poverty.

6. How do Title I programs function?
Title I programs work to:
Identify the students most
in need of educational help;
Set goals for improvement;
Measure on-going student
progress;
Develop programs that add
to regular classroom instruction.

7. How are Title I funds allocated to schools?
Once a school qualifies, funds are then allocated in the spring based on a formula that projects the number of qualifying children at the school for the next year.

8. How can the Title I funds be used at the school site?
School wide Title I programs have the flexibility to use Title I funds to upgrade the operation of the entire school and to promote:
High academic achievement for all children;
A greater focus on teaching and learning;
Increased stimulation for intervention/ instruction coupled with responsibility for student performance;
Improved engagement among schools, parents, families and communities.

Title I Programs provide funds to the district in order to assist schools with the highest levels of disadvantaged students to:

Improve staff development
Engage parents, families, and community
Preparing SCS Students for the 21st Century

11. What are the requirements of Title I?
School wide Title I Schools are required to:
Conduct a comprehensive needs assessment to identify goals and strategies to meet student needs;
Revise School Improvement Plans annually;
Provide supplemental instruction and intervention to meet student needs.

Parents and families can help their children be more successful in school by:
Finding out what your child needs to learn
Keeping in touch with your child’s teacher
Making sure your child does his homework

Title I funds can engage parents and families through many activities, such as:
Family Literacy Activities
Parent Meetings
Parent Trainings Night or Day
Materials that parents can use at home to work with their children
