IEC family: the point to note is growth. We have more members and more affiliates than last year, and the same applied to 2005 (more members and affiliates than in 2004). So, the Affiliate Country Programme is living up to expectations in number of participating countries and in that the first few have moved from Affiliate Country Programme into membership (Kazakhstan, Nigeria, Macedonia and Kenya).

Unprecedented consultation by the IEC management with the community, the membership and the market
Four topic groups (22 individuals) focused on:
Market positioning
Quality and efficiency
Products and services
Financial stability.
Point 2: The process was designed for efficient consideration of all key issues with input throughout from IEC “external” as well as “internal” players:
Members (NCs – e.g. a special line was open from Q4 2004)
Officers and senior management (e.g. SWOT analysis input from the specially constituted CB Task Force)
Industry/associations/PACT (industry/association invitees, e.g. NEMA, in Topic Groups, top industry technical representatives from President’s Advisory Committee on future Technologies, PACT).

Improve market input to technical work for both consensus and non-consensus products
Create a facility for limited-consensus documents
Further strengthen IEC conformity assessment activities
Special task forces and the IEC Council Board are now looking into these and other priority issues.
Market input: First need truly representative NCs.
At present we have PACT and Sector Boards as means of getting market input. We are now looking at ways to improve/enhance market input more directly into the technical work.
Limited consensus documents: Industry Technical Agreements (ITAs) not as successful as hoped for. Now looking for a different approach that would serve consortia and forums and fast-moving technologies. This should be kept apart from the full consensus International Standardization process (SMB, NCs, etc.). However, this could include a fast-track process to full International Standard if the market wants it.
Conformity assessment: evolving structures and procedures to accord more closely with real needs of the market and real needs of IEC members.
NB also: rationalization and reduction of dues for vast majority of members, introduced already in 2007, was direct result of an urgent Masterplan recommendation.

Ultimate aim is to serve the market by providing it with what it asks for.
Efficient processes:
voting time will need to be looked at to make the standards development process faster and more efficient.
- IT tools for standards developers and users: need to maintain our lead over other standards development organizations in this. The more we develop tools to help these people, the more efficient we’ll be.
Delivery time: Down from 86 months to 38, want to shorten more, particularly for fast-moving technologies.
Market relevant products: market input is essential here to prioritize the right areas for standardization so that the IEC focuses its work on projects that will become International Standards that the market truly wants at the time that it needs them.

IEC is looking to coordinate more closely with our sister organization (for example in automotives, environmental protection, energy efficiency work, graphical symbols, renewable energies, etc.)

Upgrading our IT services to allow any subset of IEC members to use them
Collaborative tools: Document management and electronic meeting rooms: these are in use and ready for wider application
Gate control (identity management): For identifying experts who prepare standards and giving them access rights to the system.
IEC has the leading system (we’re far ahead of our peers). It’s a system that:
is intuitive (minimal training required);
has proved itself with a large number of users;
involves no financial burden for users.
Collaboration: give experts web-based tools that allow them to work more effectively and efficiently in terms of sharing documents and comments. There are also discussion forums, group calendars and action lists. Essentially, a space where an expert can exchange information.
Gate control: ability for NCs to designate the people who represent them as experts or delegates (Expert = working group or maintenance team member. Delegate = member of a technical committee or subcommittee). Experts draft standards, delegates vote and, in doing so, represent the voice of their National Committee in IEC work.
These tools have been becoming available gradually for the past couple of years and, at present, we are migrating them from a Progress platform to an Oracle platform for greater efficiency.

IEC has a strong interest in all regions but is working to convert this into increased participation at all levels:

Asia-Pacific (Singapore) or APRC
ReCNA is purely technical arm of IEC in Geneva
APRC is promotional and technical arm
Results have been encouraging, it’s now time for Latin America.
