Adopted by the Statistical Programme Committee on 24 February 2005 15 fundamental principles professional independence (art. 1) statistical confidentiality (art. 5) impartiality and objectivity (art. 6) sound methodology (art. 7) appropriate statistical procedures (art. 8) non-excessive burden on respondents (art. 9) cost-effectiveness (art. 10) “proactive effort to improve the statistical potential of administrative records”

3 Administrative registers and statistical registers
Implications of Code of Practice data should be collected only once, not by two different authorities administrative data should be re-used in the statistics the statistical office should always have access to all administrative registers the statistical office takes part in the planning when new administrative registers are established data collected by the statistical office should be treated confidentially and can therefore not be used administratively
