Russian SME Resource Centre
The Russian SME Resource Centre (RCSME), a non-commercial foundation initially established under the Tacis program, performs research in SME development, provides policy advisory services and information support to the small and medium business community. The mission of the Russian SME Resource Centre since 1997 has been to provide assistance to private entrepreneurship development in the Russian Federation. 2002

The key objectives of the Russian SME Resource Centre are:
To provide available information and resource materials on small business development through its Web-site ( To promote and strengthen cooperation in small business development with interested Russian, international and foreign partners To provide information support and policy advisory services to business support institutions and entrepreneurs To conduct research and disseminate results in publications on SME issues

“The Russian SME Observatory Report -2001” contains lots of new information on Russia’s SMEs, including data from Goskomstat, Tax Ministry , OECD and World Bank data, and results of special surveys. “The Russian Observatory” provides data on: small and medium businesses, legal entities individual entrepreneurs farm enterprises The Small and medium business sector has been shown for the first time as a growing sector of Russia’s economy, which makes up not less than 90% of all enterprises.

The data of the Russian Observatory Report 2001 brings more convincing evidence that the Russia of today has become a market economy . Yet the efficiency of this young small entrepreneurship in Russia and its contribution to the country’s economy are still insufficient.

The SME Resource Centre provides the following information on SMEs in Russia through its Web-site at contact information, functions and information resources of business support organizations across Russia (Directory of Russia’s regional SME information resources, available on the RCSME Web-site) SME statistics for all the regions. Legislation for SMEs available information on SMEs (regional databases, Web-resources, publications, results of surveys)

Electronic Library on Small Entrepreneurship in Russia
NEW The Resource Centre is developing a new service for small businesses and BSOs This will provide access to the largest collection of analytical and practical materials on small business in Russia.

I. Statistics from state organizations and institutions 1. Goskomstat data, including data from the recent SME census. 2. Statistics from Tatarstan statistical Agency. 3 Official statistical information from the Ministry RF of Taxes and Levy. 4. Official statistical information from the RF Ministry of Finance. 6. The European Observatory for SMEs – 1st, 6th Reports. II. Data from special surveys. 1. Surveys performed by RCSME under Tacis project SMERUS 9803 2. Data from surveys performed by NGOs
