WHY FRAMEWORK AGREEMENT?
Lesson learnt from HP-I & HP-II States having problem with finalization of specifications. Non-uniformity in specification Lot of time consumed in technical evaluation and finalization. OEM provide backup support only during warranty Problem encounters in AMC ……

BACKGROUND A Committee was constituted under Chairmanship of Member, RM, CWC with Member (SAM), CGWB, Director, NIH, Director, CWPRS, DDG (Hydromet), IMD, Member-Secretary, CPCB, Director, HP (BBMB), Director, Fin, CWC & Director, RDD, CWC as Member for Finalization of the specifications of various hydro-meteorological equipments (SW,GW,WQ, Meteorological etc.) Preparation of Framework Agreement (CPFA) Identification of the suitable instruments

The committee will review the specifications at least twice in a years, or as the need may arises, and submit a revised Framework Agreement.

Framework Agreement As per term and references of the committee, IFP for “Empanelment of Hydro-meteorological and Water Quality Equipment's under Framework Agreement” has been finalized. Specifications of total 25 No. of hydro-meteorological and water quality equipment's were finalized by the committee. Total 16 no. of Firms were quoted against various equipment's enlisted in the IFP. Empanelment will be valid for 3 Years extendable upto 5 years Warranty validity period – 5 years

IWRM studies Approach proposed
MoWR, RD&GR - responsible for developing the river basins assessment and planning systems at Macro level (River basin level). main stem and first order tributaries of the river; major and medium reservoirs in the river basin etc. The States - responsible to develop detailed Micro level (sub-basin level) river basin assessment & planning tools. 2nd and higher order tributaries of the river; Medium and minor schemesin the river basin etc Essential that the systems so that both the Macro and Micro level systems are standalone, yet integrated. National Water Informatics Centre to provide all the data available with them to the States for the development of Micro level models. 12

IWRM studies Joint Evaluation Committee comprising members from Central and State organisations Evaluation of EoI / RFP Quality & Cost Based system (QCBS) Monitoring Committees would be constituted for all the Micro and macro level studies. An Oversight and Monitoring Committee, under the chairmanship of Additional Secretary, MoWR, RD & GR with officers from Central / State Govts, as well as eminent experts, academic institutions 15

Stakeholders Consultation: Creation of water resources Information System Review and suggest appropriate changes in institutional, policy, regulatory, and legal setup: Development and customization of modeling tools, Decision Support System and Web-based dashboard IWRM for the River Basin/Sub-basin – scenario generation, appropriate option, etc. Capacity building of State and Central IAs Maintenance and updating of River basin Assessment & Planning Systems Total duration – 3 years for development & 1 year maintenance 16

Studies for all basins need to be completed in 6 years time Need for close Coordination between Centre and states level. Dedicated involvement of officers of Centre and states level. Dedicated unit in each Centre/state need to be created. Space for consultant need to be identified in each states. 17

Data collection, compilation, analysis, processing and validation.
SCOPE OF STUDY To identify and understand key water management issues, related management objectives and capacity building needs through stakeholder consultation process. To create Water Resources Information and Knowledge System for the basin and its integration with India WRIS, NWIC etc. Identification of data needs and review of data availability for all sectors. Data collection, compilation, analysis, processing and validation. Development of Remote Sensing and GIS based data layers, data bases and DEM. Assistance in setting up of modeling centers at appropriate locations in the basin. Review and suggest appropriate changes in institutional, policy, regulatory, and legal setup in the basin

Training and Capacity Building (20 programs)
SCOPE OF STUDY Development, optimization and customization of modeling tools, Decision Support System and Web-based dashboard for display of results for the basin IWRM Plan for the basin Setting-up and integration of hydrologic (rainfall-runoff), demand, water quality, surface-GW interaction, and river basin models for the basin. Undertaking different scenario analyses for various combinations of demand projection, WR infrastructure development, various management strategies, inter / intra basin water transfers, possible climate change scenarios etc for various timeframes (2025, 2050 etc.) Training and Capacity Building (20 programs) Maintenance and Updating of model Project Management and Coordination of Project Activities
