What are the main difficulties ?
The Rotation policy Mindset difficult to change; Movement of staff toward the Field still not considered positively ; Expectation of promotion for each movement ; Mandatory/voluntary character for existing staff ; Personnel considerations. To do : Assessment of our implementation experience with recommendations to DG on measures to be taken.

What are the main difficulties ?
The recruitment policy The cumbersome classification process ; Timeliness of the recruitment process too long : The heavy pre-selection process ; PAB functioning. To do : Further streamlining of the process (new electronic rec. form) Clarification of responsibilities & accountabilities Service standards New guidelines on PAB Automated pre selection mechanism Greater anticipated recruitment Access to candidates database Approach to welcome newly recruited staff at HQ

Our Main Challenges (1) :
To complete the full cycle of the performance appraisal policy; To improve the timeliness and quality of our recruitment ; To improve the staff flexibility and mobility; To undertake a comprehensive review of allocation of resources to principal priorities related programmes; To undertake a comprehensive review of resources dedicated to support and administrative functions; To put in place an advance planning for recruitment/rotation of HOF and key posts;

To review the 2 years contractual arrangement; To develop and implement : accountability contracts for ADGs, Directors of Bureaux and HOF; Competency framework for P1 to P4; Generic profiles & recruitment policy for NPO; Rapid response capacity; Reward & recognition scheme; On-line HR manual; Integrated HR Management Information System;

Our Main Challenges (3):
To implement corporate training initiatives; To put in place measures to improve geographical distribution of staff and gender balance at the senior level .
