2 GLO Jurisdiction House Bill 2096, passed by the 79th Legislature in 2005, expanded the authority of the Texas Land Commissioner to remove and dispose of any vessel or structure that has been abandoned in Texas coastal waters in a wrecked, derelict or substantially dismantled condition, after a finding that the structure or vessel: Has been involved in an actual or threatened unauthorized discharge of oil Is a threat to public health, safety, or welfare Is a threat to the environment Is a navigational hazard

3 Coastal Impact Assistance Program (CIAP) Funding
U.S. Congress allocates funds to the State of Texas through U.S Fish and Wildlife Service.  Funded by royalties from offshore O&G leases in federal waters Supports a total of 93 State projects.  Diverse nature of projects Sea turtle conservation to marsh restoration Enhances coastline in 18 coastal counties from Sabine Pass to the Rio Grande. 

4 CIAP Funds must be used for:
Conservation, protection, or restoration of coastal areas, including wetlands Mitigation of damage to fish, wildlife, or natural resources Planning assistance and the administrative costs of complying with this section Implementation of a federally approved marine, coastal, or comprehensive conservation management plan Mitigation of the impact of Outer Continental Shelf Lands Act (OCS) activities through funding of onshore infrastructure projects and public service needs

5 Derelict Vessel Removals
Derrick Construction Company, Inc. Removal of 6 vessels: One 40’ barge – Copano Bay Five recreational vessels (15-43’) Redfish, Copano, and Aransas Bays Colorado River Two vessels removed from Arroyo Colorado for GLO Coastal Resources

43’ Fiberglass Pleasure craft

Piers and pilings for GLO Coastal resources Two vessels

12 Vessel Turn – In Program (VTIP)
Initiated by the GLO - March 2015 177 vessels totaling 3001’ turned in ($350/ft = $1,050,350) 658 gallons of fuel/oil removed 5th event in the state 3 scheduled in 2017

13 Vessel Turn – In Program (VTIP)
February 7 – 11, 2017 Flour Bluff Partnership City of Corpus Christi, TGLO, and TPWD Vessels up to 25’ Vessels must be delivered to the collection site
