3 Interim Report from the ILC Panel
“Summary of Discussions” released by the ILC Advisory Panel (August 2015) Recommendation 1: Share the cost internationally and Find a clear vision on the discovery potential of new particles. Recommendation 2: Closely monitor and analyze the development of the LHC experiments and Mitigate cost risk. Recommendation 3: Obtain general understanding by the public and science communities. The Panel started a new sub panel on human resources, which will study how to secure and train researchers and engineers necessary to construct ILC. This will continue until summer 2016.

6 Actions (1) – International framework
US and Japan have a long history (37 years!) of successful collaboration based on the governmental framework. This will be one of the keys to develop governmental level consensus on the ILC project. International physics communities are requested to talk with their governments to express their strong wishes for ILC, and submit official proposals to the governments requesting review processes etc. We will reinforce communications with physicists and possibly governments in Asia and Oceania to obtain further support.

7 US-Japan Political Leader’s Forum on Advanced Science and Technology
February 11 and 12, 2016, Washington DC The 4th visit by representatives of Federation of Diet Members for ILC (Formed in the Japanese Diet in 2008, More than 150 members). The forum is hosted by the Hudson Institute and Advanced Accelerator Association Promoting Science and Technology of Japan (AAA), and attended by Scientists, Industrial people, and DOE and MEXT officials. 1st day: “Forum on Enhancing US-Japan Alliance Through Science and Technology” 2nd day: “US-Japan ILC Technical Session” Japanese Diet members visited several key persons in US Congress and Senate to discuss US-Japan cooperation for the ILC project. Diet members plan to continue this forum to establish stronger cooperation with US Congresspersons and Senators Feb 11, 2016 Rayburn House Office Building Feb 12, 2016 Hudson Institute

8 Follow-up meeting between DOE and MEXT
High level officers from MEXT visited their counterpart in DOE at the end of May, and it was agreed to start the US-Japan discussion group co-chaired by Dr. Murray and Mr. Ikukawa. Agenda of the discussion Issues to be cleared Possibilities of collaborative research for cost reduction … etc. Meetings will be held every 2-3 months.

9 Recent AsiaHEP/ACFA Statement
AsiaHEP/ACFA Statement on the ILC & Circular Electron Positron Collider AsiaHEP and ACFA reassert their strong endorsement of the ILC, which is in a mature state of technical development. The aim of ILC is to explore physics beyond the Standard Model by unprecedented precision measurements of the Higgs boson and top quark, as well as searching for new particles which are difficult to discover at LHC. The Higgs studies at higher energies are especially important for measurement of WW fusion process, to fix the full Higgs decay width, and to measure the Higgs self-coupling. In continuation of decades of world-wide coordination, we encourage redoubled international efforts at this critical time to make the ILC a reality in Japan. The past few years have seen growing interest in a large radius circular collider, first focused as a “Higgs factory", and ultimately for proton-proton collisions at the high energy frontier. We encourage the effort lead by China in this direction, and look forward to the completion of the technical design in a timely manner.

10 ILC Collaboration with Indian Physicists
Representatives from KEK and 10 Indian accelerator labs had a meeting to discuss Indian involvement in ILC. “The members strongly opined that the accelerator and the high energy physics communities of India will jointly submit a proposal to the Indian Government stating that they would like to be a part of the ILC project.” (Minutes of the meeting on April 29, 2016 at IUAC) April 29, 2016, IUAC, Delhi We agreed to set up “Indo-Japan Centre for Accelerators and Detectors” in Benaras Hindu University as a base of Indian participation in ILC.

11 Actions (2) – Domestic efforts in Japan
Provide information to the ILC Advisory Panel to ensure its timely conclusion. Outcome from LHC will be updated to the panel in timely way with its implications to the ILC physics. Clarify physics motivations of ILC in more understandable way. Chairperson of ICFA sent a document to the panel to clarify scientific and technical issues raised in the report, which has been distributed to the panel members. Getting better understanding from the Japanese academic sector and general public. “Why having ILC in Japan is good” must be clearly described to journalists and everybody in Japan. We started seven working groups in KEK and Japanese ILC community to take these actions more efficiently.

12 76th ICFA meeting February 25-26, 2016, KEK Tokai Campus At the recent ICFA meeting, the committee discussed how to keep the ILC effort beyond the current mandate of LCB which was extended to the end of The committee decided that the international effort, led by ICFA, for an ILC in Japan should continue and set up a subgroup who will work on a new mandate and structure, to be proposed at the next ICFA meeting in August 2016. 13 Actions (3) – Technical development
Continue R&D at ATF, STF and CFF to mature the ILC technology together with the international groups of accelerator experts.

15 Summary - Message from KEK
Although decision by the Japanese Government will not be made in one year time frame, we maximally strengthen our actions to optimize chances to get real progress in this time scale. Provide the ILC panel with appropriate information to help their timely conclusion. Help MEXT at the US-Japan discussion group We will reinforce communications with physicists in Asia and Oceania to obtain further support. Getting better understanding from the Japanese academic sector and general public. International physics communities are requested to talk with their governments to express their strong wishes for ILC, and submit official proposals to the governments requesting review processes, etc.
