The main ICARD menu gives information on the different services and database that Eurocontrol is providing to ICAO and for the aviation community

Find Allocated and available 5LNC verify the existence of a code in the ICARD database Identify the state using the code or indicate its availability in a specific region. To note: The information covers all ICAO regions & transfer of codes is possible ICARD contains all codes created in the 1960s but also a certain amount of codes which were not coordinated with ICAO – these are flagged as « non-icao » codes Find 5LNC in Reserve List : enable the authorised user to search for a new 5LNC and post a request for allocation Find Allocated 5LNC : find an information (allocation, geographical coordinates..) amendment can be requested by the coordinating country (update, deletion) 4. Check my request: The requests found in this menu are still pending – not yet approved by the ICAO data manager the authorised user can make all modification or withdraw the requests which are still pending for confirmation 5. Requests by block : Not recommended – will be withdrawn 6. Downloads ICARD can generate List of codes by country List by name of codes List of duplicates per country List of duplicateds per code 7. List ICARD Contacts + List Country code indicators Provide information on counterparts in other states or regions List the ITU, ISO2, ISO3 country codes 8. Change password

Search for existing code
Searching the existence or the details of a 5LNC typing the code name Wil immediately give the information of the state user and the 5LNC details as initially registered in the database

Search codes with specific pattern
From a « search criteria », the authorised user can obtain a selection of codes with specific patterns, replacing letters with asterisks To note : the results will show a global information : available codes belonging to the region of registry will be underlined codes underlined are active codes – available for allocation

Search from geographical position
From given coordinates, the « map » option will show the future code position and give a visual information of other existing codes in the required area To note : All options in the first menu « find allocated and available 5LNC » are also available to public users to facilitate « in-house » coordination for future planification to simplify correspondence between data managers and authorised user

Posting a request - 1st option
From reserve list 1- type-in given code 2-Select Search 3-code is underlined (active) – click and proceed with request In order to post a request for allocation 4 options are available to select a 5LNC from the « reserve list »: 3 options from « search criteria » 1- search for = adoma or a**ma or *do** : used if specific letters are needed 2- sound like : adoma – can be used to find a code similar to one already used in another region 3- excluding letter A, X, .. to note: with options 1, 2 and 3, the authorised user will need to verify the sounding like proximity before finalising the request

From reserve list 1- type-in preference 2-click « Search » 3-select one of the blue code and proceed with request The results provided with this « sound-like » search option propose a list of available codes. To note: code shown in yellow are pending for approval- all others are active (shown underlined)

Posting a request – 3rd option
From reserve list 1- type-in preference, if any 2- and/or excluding letters 3-click « Search » Some letters are pronounced differently to (o, l, r, ..) or not used at all in some parts of the world. This option, excluding letters, offers a more adequate selection of codes to the satisfaction of all users 4-select and procee with request

Mandatory 1 - Coordinates
It is no more possible to reserve codes without coordinates. For planification purposes, provisional coordinates can be added but notified to the data manager Allocation without coordinates is not authorised

Mandatory 2 – proximity search
To finalise a request for allocation, the proximity search with « map » and « list » functions is mandatory and remains the authorised user’s responsibility To proceed with the request for code allocation, The authorised route planner has the obligation to enter the coordinates – even if they are provisional. The indication of the purpose will be helpful for future information The comment box is useful for both authorised user and data manager– for background information, date of implementation, route, date of publication, any additional information that the data manager will need to approve the request, ie for future amendment when coordinates are provisional.. To note : amendment to coordinates will only be accepted by the datamanager if the code is not yet published Checking sounding like proximity is mandatory and remains the responsibility of the authorised user : the data manager will not approve the request if this action is not completed and ticked If the requested code is shared (positioned on a FIR boundary for example, the requestor can add the other state concerned – the final message of confirmation issued by the data manager will automatically be sent to all parties concerned. It is assumed that coordination with the other party has been made initially. If not, the other party can request a change upon reception of the confirmation received through ICARD. request on behalf of a state can only be made by the icard data manager

Proximity check with listing
The authorised user is made aware of the sounding like proximity. Another selection will then be required Note: 500NM is the radius currently determined as safe for a sounding like proximity The option « list » sounding like proximity was designed to quickly and safely verify all codes in the vicinity of the future code. The authorised user will check and confirm that his new code is clear of phonetic resemblance within a radius of 500NM

Proximity check with map view
With the map function , the future 5LNC is identified with a blue label. Similar codes within a close proximity are highlighted in red Checking the map function will also show the proximity of sounding like codes To note: the data system was designed to mark in red those codes already in existence and which are phonetically too close . The authorised user will also be advised with a prompt when proceeding with the request.

Reminding Safety issues
Warnings are prompted to draw the authorised user’s attention on the necessity to modify the request. An automatic prompt will inform the authorised user of the necessity to check proximity and confirm that action was done Also when other similar codes are found within a close proximity, a warning will also be prompted.

Posting a 5LNC request – recommended option
From reserve list : random search from given coordinates 1- no need for specific pattern 2- known coordinates 3- click « search » for random In order to post a request for allocation and ensure that proximity checks is ensured, a fourth option is offered with the « random selection search ». From known coordinates, a list of 30 codes is automatically generated taking account of the sounding like proximity 4- a list of 30 codes with proximity check done is automatically generated 5- request for allocation can be finalised
