1 AERODROME OBSTACLE SURFACES
WORKSHOP ON THE IMPLEMENTATION OF EU REGULATION 139/2014 WITH ASPECTS ON AERODROME CERTIFICATION AND CONVERSION OF CERTIFICATES AERODROME OBSTACLE SURFACES

2 WHAT IS AN OBSTACLE ? ALL FIXED (WHETHER TEMPORARY OR PERMANENT) AND MOBILE OBJECTS, OR PARTS THEREOF THAT: ARE LOCATED ON AN AREA INTENDED FOR THE SURFACE MOVEMENT OF AIRCRAFT OR EXTEND ABOVE A DEFINED SURFACE INTENDED TO PROTECT AIRCRAFT IN FLIGHT OR STAND OUTSIDE THOSE DEFINED SURFACES AND THAT HAVE BEEN ASSESSED AS BEING A HAZARD TO AIR NAVIGATION

3 WHY AERODROME OBSTACLE SURFACES ?
TO DEFINE THE AIRSPACE AROUND AERODROMES TO BE MAINTAINED FREE FROM OBSTACLES SO AS TO PERMIT SAFE AEROPLANE OPERATIONS AND PREVENT THE AERODROMES FROM BECOMING UNUSABLE BY THE GROWTH OF OBSTACLES AROUND THE AERODROMES

4 TYPES OF OBSTACLE SURFACES 1 / 6
OLS (obstacle limitation surfaces) ICAO ANNEX 14 EASA CS ADR DSN OPS PAPI APAPI (obstacle protection surfaces) ICAO ANNEX 14 EASA CS ADR DSN TOFPAS (take-off flight path area surface – obstacle identification surface ICAO ANNEX 4) PANS-OPS SURFACES (ICAO DOC 8168) OCA (obstacle clearance areas –primary, secondary, buffer) OIS, VSS (obstacle identification surfaces, visual segment surface)

5 TYPES OF OBSTACLE SURFACES 2 / 6
BRAS (building restricted areas surfaces) ICAO EUR DOC 015 VISUAL AND NON VISUAL AIDS OPERATING PROTECTION SURFACES (approach lights plane, ILS LLZ and GP critical and sensitive areas) ICAO ANNEXES 14 and 10 EASA CS ADR DSN OPERATIONAL AND EMERGENCY SURFACES ASSOCIATED WITH SURFACE MOVEMENT (ROA ,CWY ,RWY STRIP, TWY STRIP,RESA,SWY) ANNEX 14, EASA CS ADR DSN

6 TYPES OF OBSTACLE SURFACES 3 / 6
OBSTACLE COLLECTION SURFACES (ANNEX 15, EASA PART – ADR.OPS ) AREA1 – the entire territory of the State

7 TYPES OF OBSTACLE SURFACES 4 / 6
OBSTACLE COLLECTION SURFACES (ANNEX 15, EASA PART – ADR.OPS ) AREA 2

8 TYPES OF OBSTACLE SURFACES 5 / 6
OBSTACLE COLLECTION SURFACES (ANNEX 15, EASA PART – ADR.OPS ) AREA 3

9 TYPES OF OBSTACLE SURFACES 6 / 6
OBSTACLE COLLECTION SURFACES (ANNEX 15, EASA PART – ADR.OPS ) AREA 4

10 HOW TO CONSTRUCT THOSE SURFACES ?
REFERENCE ELEMENTS 1 / 2 ! REF1 – aerodrome reference point REF2 – highest point of the lowest threshold REF3 – highest point of the highest threshold REF4 – highest point of the runway REF5 – aerodrome elevation REF6 – axial longitudinal profile of the runway REF7 – highest point on the ground on the centre line of the clearway REF8 – elevation of the highest point on the extended centre line between runway threshold and inner edge of take-off climb surface

11 HOW TO CONSTRUCT THOSE SURFACES ?
REFERENCE ELEMENTS 2 / 2 ! REF9 – elevation of the earth at the end of the runway or clearway REF10 – assumed lowest flight path of aeroplane REF11 – departure end of the runway (end of RWY or CWY) REF12 – obstacle clearance height (OCH), RWY THR REF13 – antennas positions on the ground for CNS facilities REF14 – ground surface REF15 – TMA boundary REF 16 – aerodrome movement area elevation

12 OBSTACLE ASSESSMENT PROCESS
DEDICATED SOFTWARE ! INCLUDE : - Input module - reference elements for obstacle surfaces - Mathematical model for OLS - Mathematical model for PANS-OPS - Mathematical model for OCS - Penetrations calculator Output module for generating obstacle assessment final report - ACCES TO SOFTWARE for entities involved in aerodrome safeguarding process !!
