God eventually “delivers people over” to what they want, but with the hope that this will lead them to turn to Him.

Paul had personally experienced repeated Jewish rejection of grace which led him to offer the Gospel to the Gentiles.

Romans is full of theology with a purpose – to show that there is no favoritism with God (and therefore must be none in God’s church).
