Context Access to health and social services is a key factor determinant of health in Quebec’s English-speaking population (Axe: vulnerable populations in the Strategic planning MSSS) The province establishments were invited to submit improvement projects regarding access to the services for the population by early April 2014 Several projects (3) where accepted for Laval’s region : one was oriented to improve access to troubled youth and there families This presentation is a summary of year 2 ( ) of this specific project for troubled youth requiring protection and reintegration) at CISSS de Laval Criteria's of the project: Project’s relevance in terms of the proposed objective and deliverables; Anticipated impact on English-speaking client groups; Anticipated impact on service practices and organization; Anticipated impact of the results on Programs of access of health and social services in English; Cooperation between the public institutions and the community

Troubled youth and their families in need of protection
Summarize of the services Troubled youth and their families in need of protection The DYP services are provided in the context of the youth protection act, in collaboration with application of measures services (DPJe) and in connection with the reasons of compromission (mainly negligence or behavioral issues) These services and several more, can be provided on voluntary or court ordered basis The interventions are mainly based on : « approche milieu » - networking, community psychoeducational approach empowerment (emphasis is put on the strength and environment of the families)

Summarize of the services Troubled youth and their families in need of protection… Main objectives : supporting youth and families avoiding placement favouring the fast reintegration at home, whenever possible re-establishing a sense of balance in the home environment Clients : families and children between 0 to 18 years old in Laval 85% of the children are not in placement

The English-speaking families with children in need of placement in Laval: Are referred to Montreal’s services regarding their readaptation needs and shelter As access to Laval’s dedicated teams regarding their health, social and psychological needs (case management) These specifically dedicated teams represents 24% of the employees (equal proportion of the English-speaking community in Laval) The Proportion of English-speaking clients in need of protection, is estimated at 10% (goes to 16% other then French) In a recent survey among clients, over 96% said they were satisfied regarding the respect of their preference of the language in with they received there services (this proportion is in constant progression)

There was a gap in resources qualified and available to supervise the contacts of English-speaking youth and their families, jeopardizing the access to this service (inequity of access) or creating delays Main goals Improve the access and quality of the services offered in the context of supervision’s of contacts for the English-speaking community, in order to preserve and increase the parental and youth bonds To better support and equip the parents in their role and maintain their engagement and attachment with their youth in case and during a placement

Results Activities accomplished in 2015-2016: Outcomes of the project
A professional practitioner was previously hired to coordinate the project with a managing project approach The structure and process of the supervisions access rights was determined with the teams and partners involved in the project Training and coaching was provided to the staff and partners involved, mainly on the best practices approach in this field and the tools that were developed in the previous phase of the project

Results… Outcomes of the project
A report was submitted on a regular basis to the actors and managers involved in the project regarding the first phase of implementation: Detailed activities and outcomes Evidence and recommendations Knowledge transfer strategies made to insure the perennation of the project with the teams and partners ( ex: PIILE neglect project in the community) The project will continue in with the full implementation phase end evaluation part The revision of the supervision access rights for youth and their parents program will be revised in 2017 with the lessons learned from this project, to better respond to the needs of the clients and with the collaboration of the partners and the community

Results… Outcomes of the project
There is no longer delays or issues regarding of the access to this type of service for the English-speaking community The teams and partners are better equipped (in specialized services) to work together and with the clients, in respond to the needs of these families and children The clients are more satisfied in regard of the services and support they received regarding the contact with their youth
