Design stage: We needed a simple tool for a complex job
Releasing energy on the front line Developing integrated delivery chains Driving accountability to local people Mainstreaming the role of the Third Sector So our next step was how do we get from this commitment and understanding of success factors to creating the system that we need. We have developed a very strong story on ‘how’, through the development of a tool called Spotlight, that we believe has got a real chance of making a difference in Salford. At the design stage, we were very conscious that we needed a tool to take the partnership of agencies in Salford on a journey that they could feel an ownership of, and that by design presented a framework for understanding how the design principles can be met, but also how we can capture the virtues of a number of key local and Government delivery and policy agendas. At one level this was about rolling processes together, to avoid further duplication and distraction as we went forward. This slide represents our design work as a Swiss Army Knife, a tool for many uses. We have now carried out three trials across Central Salford, with one more under way in Little Hulton, an outlying area of severe deprivation in the West of the City. Through this we have generated the impact we have wanted in terms of the way services are working, but we have also learnt about where we need to adjust the model for best effect.

The model is basically designed to enable us to very quickly, initially the trails were over a six week period –in response to evaluation the period has been stretched:- - Pull the right stakeholders together with a real urgency; - Carry out a detailed analysis of the cause and effects of a critical issue in a local context – and its impact on places, families and individuals; - Look in detail at the public service delivery chain, in terms of functions, relationships and the customer journey; - Develop a clear picture of the system and delivery reforms that need to be addressed - Get high level sign off on a plan for change The whole process is characterised by a level of pace, urgency and engagement that is unprecedented, and the follow up is also high on accountability, with very regular stock take reports to keep the pace moving. The pace and urgency matter because people in services and communities are getting the message from us that these things really matter, and we must catch the opportunity we have right now in the City. ‘Quick wins’ – supporting local ideas
