3 Background Aeronautics Act
Provides the authority to address immediate safety concerns or risks (e.g., Ministerial Orders, Interim Orders) Provides regulation making authority respecting the location, inspection, certification, registration, licensing, and operation of aerodromes, noise emanating from aerodromes and aircraft and the prohibition of the use of airspace or aerodromes. The Canadian Aviation Regulations identify types of aerodromes Non-certified/non-registered aerodromes (CAR 301) Registered aerodromes (CAR 301) Certified aerodromes (airports) (CAR 302)

4 Aerodrome Policy Review
Determine whether the Aeronautics Act, the Regulations and policies provide an adequate framework to proactively respond to existing and emerging trends and issues. The review identified three areas requiring action: Risk-Based Approach to Regulations: Regulatory framework must reflect level of risk, provide a choice of tools, and not impose undue costs to industry. Effective Consultations: Aerodrome development requires proponents to consult local land use authorities and affected communities to identify and mitigate concerns. Responsive Complaint Process: Transport Canada needs a balanced and evidence-based approach to engagement and to deal with complaints. Notes to be developed.

5 Issues for Consideration
Requirements to Consult What aerodromes should be included (i.e., size and scope of operations; proximity to built up areas)? What “affected communities” should be consulted (i.e., the potential users of the aerodrome (air operators), local government or community group, NAV CANADA)? What would consultation entail (i.e., radio or newspaper ad, representation to local government or community group)? Engaging Transport Canada What is the issue? What evidence is provided? Safety risk or public interest? Notes to be developed.

6 Next Steps The Notice of Proposed Amendment will be posted for 30 days in late February Canada Gazette, Part I expected June 2014 Canada Gazette, Part II expected Fall 2014 Transport Canada engagement process (complaint process) targeted to be implemented in Fall 2014 Launch of Phase Two (Fall 2014)
