1 An Overview of Surplus roperty Disposition

2 Surplus Disposal Policies
Title XVIII, Chapter 274 of the 2014 Florida Statute defines, categorizes, and establishes tangible property inventory and disposal procedures. School Board of Pasco County Policy 7000, further defines, categorizes, and establishes procedures, as well as, how district employees must dispose of surplus property

3 Responsibilities Property Custodian (or designee) is responsible for the accountability, control, transfer, and disposal of tangible property Conservation and Recycling Operations (CRO) is responsible for ensuring that approved surplus property is accurately documented, tracked, recycled, and/or disposed of in accordance with all applicable Federal, State, and School Board regulations, policies, and procedures

4 Classifications of Property
For the purposes of this presentation, classification of property is as follows: Property that has a value OVER $750 is considered Capitalized Property and will be tagged and included on your inventory Property that has a value UNDER $750 is considered Non-Capitalized property and will not be tagged or found on your inventory The only exception is new IPads. Most District owned IPads are tagged and tracked in MUNIS, but are not tracked on your inventory

5 Surplus Disposal Process
Capitalized Property (Including IPads) must be board approved prior to being removed from your cost center and surplused Non-Capitalized Property will be approved by CRO prior to being surplused and must be reported quarterly to the board

6 Capitalized/Tracked Property
Surplus items that have a BPI, Barcode ID, or Property tag must be processed using the “hard copy” 4-page MIS This will ensure that the asset is removed from your inventory and/or cleared from MUNIS. Non-Capitalized (BUT TRACKED) property tag Capitalized property tags

7 MIS-212 Is used to Transfer OR Dispose Capitalized Property
For transfers w/o Distribution Services help (you’re going to physically transfer) – send top two completed/signed copies to CRO via the courier for processing after transfer For transfers with Distribution Services help (Distribution Services will transfer) –send top three completed/signed copies to CRO via courier for processing before transfer (note: Do not send to Distribution Services) Must be the “hard copy” 4-page MIS-212…no electronic versions can/will be accepted

10 Non-Capitalized Property
Non-Cap forms are used for items that do not have BPI, Barcode ID, or Tracking number(IPads) AND that are in Fair or Poor condition They are Excel forms that can be downloaded from our website or ed from our office Forms will be filled out (typed) on the computer then printed, signed, and sent to CRO to be processed Only after they are processed, can the asset be removed from your school

13 What Happens Next? After you’ve completed all paperwork and before you send it to CRO for processing, make a few copies. Take the assets to your schools shipping/receiving area and tape copies of the paperwork to the groups of items. NOTE: Keep separate requests/assets grouped together. DO NOT ADD OR REMOVE ASSETS TO THE INDIVIDUAL GROUPS. Once we receive and process the paperwork, we will contact Distribution Services to schedule a pickup. REMEMBER: Non-Capitalized assets can be removed immediately, but Capitalized assets will need to wait for Board approval before being removed.

14 Summary The “hard copy” 4-page MIS-212 is used to transfer or surplus capitalized assets with a BPI, Barcode ID, or Non-Capitalized assets with Tracking Tags and remove them from your inventory Items processed on an MIS-212 need Board approval before being removed The Non-Cap form is used to process assets without a BPI, Barcode ID, or Tracking Tag AND that are in Fair or Poor condition…these items can be picked up immediately (depending on warehouse schedule) Group assets together by request AND do not add or remove assets from the group without contacting CRO first
