8. Overview of ACA
Provide Advice and Recommendations to the Secretary of Labor
Authorized under the National Apprenticeship Act (NAA) (Fitzgerald Act, 1937)
Federal Advisory Committee Act (FACA)
Managed by GSA and governs the requirements of Federal Advisory Committees
Promote Openness and Transparency
Requires Charter and Balanced Membership

9. Mission of ACA
Develop strategies for the 21st century Registered Apprenticeship (RA) system, so that RA is well-positioned to address national labor market needs, including improved career pathways for diverse populations, and addressing the increasing skilled training demands for a broader spectrum of traditional and emerging industries.

11. ACA Meetings FACA requires:
Advisory committee meetings are to be open to the public.
Meeting notices and agendas be published in the Federal Register to accommodate the public’s participation.
Summary/Minutes of the meeting are made publicly available.

12. National Apprenticeship Act
Approved August 16, 1937, the National Apprenticeship Act (Fitzgerald Act) established the federal role, in partnership with States, in the oversight of the National Apprenticeship System.
Key Functions and Roles included:
Promotion: “Promotion of Industry Adoption of Standards…”
Oversight/Protection: “Safeguard the welfare of apprentices”

Title 29 CFR part 29, Labor Standards for Registration of Apprenticeship Programs
Promulgated in 1977, revised in 2008 with recommendations from the ACA
Registration, cancellation of apprenticeship programs

Title 29 CFR part 30, Equal Employment Opportunity (EEO) in Apprenticeship and Training
Promulgated in 1963, amended in 1978, proposed revision currently under development
Protect apprentices and applicants for apprenticeship from discrimination based on race, color, religion, national origin, and sex
Require program sponsors to take affirmative action to provide equal opportunity

17. Key Trends
Signs of Growth: New Apprentices showed growth in FY11 for the first time in years but total apprentices still continue to decline.
Declining # of Programs: Number of Active Programs has declined from almost 30,000 to approximately 25,000 today.
Increasing Opportunities: Minority Participation Rates have increased but uneven with little growth in female participation.
Economy Impacts Ability to Complete: Completion Rates declined during recession from historic averages of approximately 50% but are expected to increase as economy rebounds.

21. Prior Recommendations
In past few years, the prior ACA made 42 recommendations:

22. Prior Recommendations: AAI
The Advancing Apprenticeship Initiative (AAI) was a five-year comprehensive education and outreach strategy which included updated printed materials, sales oriented/customer focused training for both the Office of Apprenticeship and State Apprenticeship Council (SAC) staff.
Resulted in RA reaching and maintaining active apprentice levels of approximately half a million per year and initial expansion efforts into new industries.

Resulted in revisions to the Standards of Apprenticeship regulations (29 CFR part 29) for the first time in 30 years
